Objectives

The primary objective of this tender is to procure a reputable, competent, and accredited electrical contractor to provide maintenance and repair services for electrical installations, distribution systems, and related ancillaries at Richmond Mortuary over a three-year period. The contract aims to ensure the electrical systems are kept operational, safe, and compliant with relevant standards through scheduled preventative and reactive maintenance.

Scope

The scope encompasses:

• Maintenance (including preventive maintenance) of existing electrical systems to ensure ongoing operational status.
• Repair works on electrical systems that are not functioning properly, restoring them to their original state.
• Electrical installations including lighting, power supply and reticulation equipment, distribution boards, circuit breakers, fuses, earth leakages, bus-bars, wiring, junction boxes, and associated infrastructure within Richmond Mortuary.
• Electrical services to operational gates, garages, hydro boilers, and other electrical loads.
• Adherence to site-specific safety and operational requirements, including reporting, documentation, and coordination with facility management.

Technical Requirements

The technical requirements include:

• CIDB contractor grading of 1EB or above.
• Provision of all necessary plant, tools, materials, and consumables for electrical maintenance and repairs.
• Implementation of a Service Level Agreement (SLA) within five days of contract award, including a meeting to discuss performance standards.
• Response times of 4 hours for normal faults and 1 hour for emergencies, available 24/7.
• Compliance with Occupational Health and Safety Act and regulations, including conducting risk assessments and using appropriate PPE.
• Root cause analysis and reporting for incidents, with rectification and testing before handover.
• Disposal of redundant materials and proper documentation of work performed.
• Adherence to specifications, safety standards, and contractual obligations.

Skills and Competency Requirements

The contractor must demonstrate:

• Technical competency in electrical systems maintenance and repair, supported by evidence of qualified personnel and relevant experience.
• Capacity to manage and coordinate site activities, including detailed project organization and management structure.
• Experience of key personnel, including supervisors and technicians, with references to prior relevant projects.
• Ability to provide all necessary equipment, tools, and materials required for electrical maintenance.
• Proven adherence to safety standards and occupational health regulations.
• Capacity to respond promptly to faults and emergencies, with a dedicated 24/7 contact system.
• Compliance with CIDB grading requirements and ability to provide proof of registration and accreditation.
