Objectives

The primary objective of this tender is to establish a 3-year maintenance contract for electrical systems at Kwadukuza Mortuary. The contract aims to ensure the proper maintenance, repair, and operational integrity of electrical installations, distribution systems, and related ancillary equipment within the KwaDukuza Forensic Mortuary, thereby supporting the facility's operational safety and reliability.

Scope

The scope encompasses:

• Provision of maintenance services, including preventive and corrective repairs, on electrical installations and distribution systems within the mortuary.
• Maintenance of lighting, power supply, cabling, distribution boards, circuit protection devices, bus-bars, wiring, junction boxes, and electrical loads such as gates, garages, and hydro boilers.
• Implementation of service level agreements and site-specific requirements, including site visits, reporting, and documentation.
• Supply of all necessary plant, tools, materials, and consumables required for electrical maintenance and repairs.
• Response to breakdowns within specified timeframes (4 hours for normal, 2 hours for emergencies).
• Conducting root cause analysis, testing, and reporting on electrical faults and incidents.

Technical Requirements

The technical requirements include:

• Contractor must have a CIDB grading of 2EB or 2EP or higher.
• Key technical personnel must be Trade Tested Electricians, including a technical manager, foreman, or supervisor.
• Provision of a detailed project organogram and safety policy.
• Adherence to Occupational Health and Safety Act and Regulations, with proper risk assessments and safety precautions.
• Supply of all plant, equipment, and materials necessary for electrical maintenance.
• Implementation of response times: 4 hours for general faults, 2 hours for emergencies.
• Conducting root cause analysis, testing, and producing reports for incidents.
• Compliance with all contractual, safety, and reporting standards as specified in the service level agreement and site-specific requirements.

Skills Requirements

The tenderer must possess:

• Trade Tested Electricians with relevant experience and qualifications.
• Technical management and supervisory staff with proven expertise in electrical systems maintenance.
• Ability to prepare and submit detailed project organograms and safety policies.
• Competence in conducting inspections, root cause analysis, testing, and reporting.
• Knowledge of Occupational Health and Safety standards and regulations.
• Effective communication skills for reporting, site coordination, and emergency response.
• Capacity to supply and manage all necessary tools, equipment, and materials for electrical maintenance.
