Objectives

The primary objective of this tender is to establish a 3-year contract for the preventative and corrective maintenance of electrical systems at Ladysmith Mortuary. The aim is to ensure the electrical installations are maintained in operational condition, safe, reliable, and compliant with relevant standards, thereby supporting the facility's operational needs and safety requirements.

Scope

The scope of work includes:

• Maintenance and repair of electrical installations within the Ladysmith Forensic Mortuary.
• Electrical distribution systems, including lighting, cables, distribution boards, circuit protection devices, bus-bars, wiring, junction boxes, and associated equipment.
• Power supplies to electrical loads such as gates, garages, hydro boilers, and other electrical loads.
• Adherence to service level agreements, site-specific requirements, and safety protocols.
• Provision of all necessary plant, tools, materials, and consumables for electrical maintenance and repairs.
• Response to breakdowns within specified timeframes (4 hours for normal, 1 hour for emergencies).

Technical Requirements

The technical requirements include:

• Provision of preventative maintenance, including quarterly inspections, infrared scans, and generator load testing.
• Corrective maintenance and repairs to restore electrical systems to operational condition.
• Root cause analysis and reporting on electrical faults and incidents.
• Compliance with Occupational Health and Safety Act and relevant standards.
• Proper demarcation of work areas, safety measures, and site-specific procedures.
• Supply of all necessary equipment, tools, and spare parts, with prior approval for hired equipment.
• Timely reporting, documentation, and invoicing as per contractual and departmental requirements.

Skills and Qualification Requirements

The tenderer must demonstrate:

• CIDB contractor grading of 2 EB or 2 EP or higher.
• Relevant experience in electrical maintenance, repair, and system management, supported by project references and award certificates (minimum of three projects, with at least three certificates not older than 6 years).
• Qualifications such as NOF Level 6/7 in Engineering or NOF Level 5 in Labour Intensive Skills Programme (CETA accredited).
• Competency, experience, and capacity to undertake electrical maintenance projects, including safety management and resource allocation.
• Ability to provide a safety policy demonstrating adherence to safety standards and risk management.
