Objectives

The primary objective of this tender is to establish a 3-year contract for the provision of services and repairs for refrigeration systems at Pietermaritzburg Mortuary. The contract aims to ensure the maintenance, servicing, and repair of refrigeration equipment to maintain optimal operational standards and prevent system failures.

Scope

The scope includes:

• Implementation of preventative maintenance for central air-conditioning and refrigeration systems as specified in the technical specifications.
• Responding to unplanned plant breakdowns and performing corrective maintenance.
• Servicing of two cold rooms and one freezer room, including activities such as cleaning, leak checks, refrigerant top-ups, and component inspections.
• Replacement and repair of equipment parts, with provisions for emergency repairs and system upgrades.
• Provision of qualified technical personnel, tools, and equipment necessary for maintenance activities.
• Adherence to safety, health, and environmental regulations during all maintenance operations.

Technical Requirements

The technical scope encompasses:

• Maintenance of three refrigeration rooms: two cold rooms and one freezer room, with specified sizes and refrigerants (404A).
• Activities including minor and major services such as leak detection, coil cleaning, compressor checks, refrigerant level assessments, calibration, and rust treatment.
• Provision of qualified technicians with relevant certifications (e.g., SACCC Category B registration, trade tests).
• Use of new, compliant, and high-quality equipment and materials, including SABS-approved components.
• Adherence to applicable codes and standards, including Occupational Health and Safety Act, SANS, ISO, and local authority regulations.
• Regular inspections, testing, and commissioning of repaired or serviced equipment, with certification of conformity.
• Maintenance records and reports to be kept and submitted monthly.

Skills Requirements

The successful bidder must demonstrate:

• Experience of at least six (6) years in refrigeration and air-conditioning maintenance projects, supported by award and completion certificates.
• Qualified personnel including:
• Technicians and artisans with recognized trade or engineering qualifications.
• Certified Coded Welders with valid SACCC registration.
• Personnel with at least three (3) years of verifiable work experience in relevant fields.
• Proficiency in operating Building Management Systems (BMS) and diagnostic tools.
• Knowledge of health and safety regulations, risk assessments, and emergency procedures.
• Capability to produce detailed maintenance schedules, reports, and compliance documentation.
• Ability to procure and manage spare parts, including long lead items, with proper documentation and certification.
• Demonstrated capacity to respond promptly to breakdowns, with response times within specified limits (e.g., 3 hours for callouts).
