Objectives

The primary objective of this tender is to establish a 3-year maintenance and repair contract for refrigeration systems at Richards Bay Mortuary. The contract aims to ensure the ongoing functionality, efficiency, and compliance of refrigeration units, including cold rooms and freezer rooms, through scheduled preventative maintenance, repairs, and unplanned breakdown responses.

Scope

The scope encompasses:

• Implementation of preventative maintenance for refrigeration systems (cold rooms and freezers) at Richards Bay Mortuary.
• Responding to unplanned plant breakdowns and performing corrective repairs.
• Provision of skilled refrigeration technicians and necessary tools for maintenance and repairs.
• Adherence to specified maintenance schedules, safety regulations, and quality standards.
• Provision of spare parts, materials, and associated services as needed, with rates and markups specified.
• Monitoring and recording maintenance activities, including detailed reporting and record-keeping.

Technical Requirements

The technical requirements include:

• Maintenance of refrigeration units, electronic controls, electrical equipment, and associated systems.
• Use of new, high-quality, and compliant equipment and materials, including SABS standards.
• Provision of qualified, registered Plant Maintenance Refrigeration Technicians with relevant certifications (e.g., SAQCC, Coded Welder, etc.).
• Compliance with all relevant legislation, including Occupational Health and Safety Act 85 of 1993, Construction Regulations 2014, and local authority regulations.
• Adherence to specified maintenance frequencies: quarterly for refrigeration units, with provisions for emergency repairs.
• Proper record keeping of all maintenance activities, inspections, and repairs.
• Provision of detailed maintenance schedules, reports, and compliance documentation.

Skills Requirements

The successful bidder must demonstrate:

• Qualified refrigeration technicians with valid certifications and proven experience in hospital or similar refrigeration systems.
• Competence in operating Building Management Systems (BMS) if installed.
• Ability to perform precise diagnostics, repairs, and preventive maintenance on complex refrigeration and electronic control systems.
• Knowledge of relevant safety standards, codes, and legislation.
• Effective record-keeping and reporting skills for maintenance activities and compliance documentation.
• Capacity to respond promptly to emergency breakdowns, with qualified personnel available for after-hours call-outs.
