Objectives

The primary objective of this quotation is to secure a reliable supplier for sterile surgical drainage devices to support post-operative wound management at Grey’s Hospital within the KwaZulu-Natal Department of Health.

Scope

The scope encompasses the supply, packaging, and delivery of five (5) boxes of 30ml Piccolo Drains, with each box containing ten (10) sterile units. Goods must be delivered directly to the hospital’s theatre department within the stipulated delivery period. All transportation, handling, and incidental costs must be factored into the quoted price.

Technical Requirements

• Product Specification: 30ml Piccolo Drain, sterile, supplied at 10 units per box.
• Clinical Application: Intended for post-operative wound drainage during surgical procedures.
• Quality & Standards: Must meet sterile quality benchmarks and comply with applicable SANS/SABS specifications.
• Condition & Shelf Life: Items must be brand new, unused, and retain a minimum validity of six (6) months from the date of delivery. Expired or refurbished products are strictly prohibited.
• Regulatory Documentation: Bidders must submit a valid licence issued by the South African Health Products Regulatory Authority (SAHPRA) permitting the manufacture, import, export, or wholesale distribution of medical devices.
• Compliance Forms: Complete submission of all mandatory returnable documents, including SBD 4, GCC, SCC, specification compliance declaration, and preference claim forms.
• Sample Verification: Top-ranked bidders may be requested to provide physical samples for technical assessment prior to final contract award.

Skills Requirements

No specialised technical or professional qualifications are explicitly mandated. Suppliers must, however, demonstrate operational competence to:

• Procure, store, and distribute certified sterile medical devices in accordance with national health regulations.
• Maintain active Central Supplier Database (CSD) registration and current SARS tax clearance status.

• Provide warranty support, invoice processing, and responsive communication throughout the contract period.

Notable Terms and Conditions

• SAHPRA Licensing Requirement: Suppliers must hold a current SAHPRA licence to legally handle medical devices in South Africa. This ensures all supplied products meet national safety, efficacy, and traceability standards.
• 80/20 Preference Point System: Evaluation awards 80 points for price competitiveness and 20 points for specific socio-economic goals. Full points are granted to enterprises that are at least 51% owned by Black people, subject to verified BBBEE documentation.
• Four-Stage Sequential Evaluation: Quotations pass through strict screening phases: administrative compliance, specification adherence, sample verification (if requested), and final price/preference scoring. Non-compliance at any stage results in automatic disqualification.
• Warranty & Penalty Clauses: A twelve-month warranty covers defects in materials or workmanship. Delayed deliveries incur daily financial penalties calculated at the prime interest rate. Persistent non-performance may trigger contract termination and potential exclusion from public sector procurement for up to ten years.
