Objectives

The primary objective of this tender is to appoint a qualified Health and Safety (H&S) Consultant to oversee and manage health and safety aspects during the upgrade and refurbishment of the Hexpark Rental Housing Precinct (Phase 1). The consultant will ensure compliance with relevant health and safety regulations, assist in planning, conduct site audits, evaluate contractor plans, and facilitate communication among project stakeholders to promote a safe working environment throughout the project duration.

Scope

The scope of work includes:

• Acting in close consultation with the Principal Agent and Municipal Representatives.
• Collaborating with the Engineer on the Health and Injury Risk Assessment (HIRA) and safety specifications.
• Advising the Engineer, Designer, and Consultants on Occupational Health and Safety (OHS) aspects of the design.
• Assisting the client in preparing project-specific health and safety documentation.
• Attending meetings during construction phases.
• Evaluating and approving the contractor’s OHS plan and reporting findings.
• Assisting in obtaining permits from the Department of Labour if necessary.
• Visiting the site regularly (at least monthly), conducting audits, and reporting on safety compliance.
• Reviewing design changes and ensuring contractor compliance with OHS duties.
• Maintaining liaison with contractors and providing close-out reports.
• Providing comprehensive reports on audits, hazard assessments, and safety practices.

The project duration for Phase 1 is approximately 28 weeks, covering alterations, repairs, and upgrades to exterior facades, roofs, and common areas of the existing development.

Technical Requirements

The technical requirements include:

• Preparation of a short business plan detailing management approach, visit frequency, hourly rates, and total site visits.
• Completion of a schedule indicating the number of months and visits, as specified by the Consulting Engineer / Principal Agent.
• Provision of all necessary documentation, including H&S specifications, plans, and submissions during the contract.
• Conducting site audits, inspections, and progress meetings as per schedule.
• Reporting on compliance, hazard identification, risk assessments, and mitigation measures.
• Ensuring the Principal Contractor’s adherence to OHS duties and regulations.
• Engagement in the design and construction phases, continuing through to the defect liability period.

Skills Requirements

The successful tenderer must possess:

• Relevant qualifications and experience in health and safety management within construction projects.
• Ability to develop and implement health and safety plans and specifications.
• Proficiency in conducting site audits, hazard assessments, and risk mitigation.
• Strong communication skills for reporting and liaising with project stakeholders.
• Knowledge of applicable OHS legislation, regulations, and standards.
• Experience in working with contractors, engineers, and municipal authorities.
• Capacity to prepare comprehensive reports and documentation related to health and safety compliance.
