Objectives

The primary objective of this tender is to appoint a credible, qualified, and accredited service provider to conduct lifeguard retesting, new testing, and certification for 60 delegates (40 retests and 20 new applications) at municipal swimming pools for the 2026/2027 seasonal period. The training aims to ensure that all appointed lifeguards are properly certified and equipped to perform their duties effectively.

Scope

The scope includes:

• Provision of lifeguard training, retesting, and certification for 60 delegates (40 retests and 20 new applications).
• Registration of successful candidates with SA Lifesaving.
• Provision of training venues and necessary facilities.
• Delivery of training within mutually agreed timeframes.
• Issuance of accredited competency certificates upon successful completion.
• Preparation of training proposals, course outlines, and evaluation reports.

Technical Requirements

The technical specifications include:

• Accreditation by SA Lifesaving to conduct tests and certification (proof to be attached).
• Provision of at least two (2) comparable/training programmes successfully completed in the past 3-5 years, with reference letters.
• Qualified facilitators with comprehensive CVs, accreditation certificates, and relevant experience.
• Submission of a detailed course outline and training implementation proposal.
• Adherence to mutually agreed training timeframes.
• Provision of monitoring, evaluation, and close-out reports.
• Record management of assessments and certification documentation.

Skills Requirements

The service provider must demonstrate:

• Experience in delivering lifeguard training and certification programs.
• Qualified trainers and assessors with relevant NQF levels and accreditation.
• Ability to develop customized training programmes aligned with operational needs.
• Proven track record of successful training projects, supported by reference letters.
• Capacity to register candidates with SA Lifesaving and manage certification processes.
• Effective record-keeping and reporting skills for training and assessment documentation.
• Compliance with all technical, safety, and accreditation standards specified by SA Lifesaving and municipal requirements.
