Objectives

The primary objective is to appoint a suitably qualified and experienced service provider to supply, deliver, and provide after-sales support for five laptops to the municipality.

Scope

The contract encompasses the complete supply and delivery of five laptops, accompanied by five protective backpacks and five security cable locks. It also mandates a three-year on-site warranty covering hardware maintenance, repairs, or replacements for the supplied laptops.

Technical Requirements

• Quantity: 5 laptops, 5 backpacks, 5 cable locks.
• Laptop Specifications: 13.3-inch Full HD display; Intel Core i7 or AMD Ryzen 7 processor; 16GB RAM; 512GB SSD storage; pre-installed Windows 11 operating system.
• Connectivity & Ports: One USB Type-C port, two USB Type-A ports (5Gbps), one HDMI 2.0 port, one stereo headphone/microphone combo jack, and one microSD card slot.
• Warranty Coverage: Three-year on-site service agreement for fault diagnosis and repair.

Skills & Compliance Requirements

Bidders must demonstrate proven capability in IT hardware procurement, logistics management, and technical after-sales support. Providers require an operational framework capable of executing timely deliveries and deploying qualified technicians for on-site warranty interventions within the municipality’s jurisdiction. Administratively, bidders must possess strong compliance skills to prepare and submit mandatory municipal documentation, including valid tax clearance certificates, Central Supplier Database (CSD) registration summaries, certified BBBEE credentials, company registration and director identification copies, and proof of non-arrears on municipal accounts. All submissions must accurately complete standardized municipal bidding declarations regarding conflicts of interest, past supply chain conduct, and independent bid preparation.

Unusual or Complicated Terms

• Preference Point System (80/20 or 90/10): A standard South African public procurement scoring model where 80 or 90 points are awarded based on price competitiveness, while 10 or 20 points are reserved for socio-economic transformation goals.
• Specific Goals (Ownership Criteria): To qualify for additional preference points, bidders must verify at least 51% black ownership and 51% female ownership through official BBBEE certificates, sworn affidavits, or CSD registration reports. This aligns with national transformation policies.
• On-Site Warranty: Unlike conventional depot-return warranties, this term requires the supplier to dispatch technicians directly to the municipality’s premises to diagnose and repair faulty equipment, ensuring minimal operational downtime.
• MBD Declarations: Mandatory standardized forms (MBD 4, MBD 8, MBD 9) that legally bind bidders to disclose state employee relationships, certify clean supply chain records over the past five years, and formally declare independent bid preparation to prevent collusive practices.
