Objectives

The primary objective of this tender is to establish a 6-month contract for plumbing maintenance services to support the Department of Justice & Constitutional Development and Harbours within Area 3 of the Western Cape. The services aim to cover emergency repairs, routine maintenance, and related plumbing works to ensure the proper functioning of water, drainage, stormwater, and associated infrastructure.

Scope

The scope of work includes, but is not limited to:

• Repairing burst water pipes
• Repairing sewerage drains and pipes
• Installing and maintaining hot water geysers and solar geysers
• Unblocking stormwater and sewerage drains
• Emptying septic tanks
• Maintaining water storage tanks
• Excavations and surface works (paving, tar, concrete)
• Carpentry, solar, and electrical work related to plumbing infrastructure

The contract covers emergency maintenance during and outside normal working hours, with the contractor executing repairs based on instructions received from the Department. Specialist subcontracting is permitted only when necessary, and preference is given to locally manufactured products, with compliance to ISO and SANS standards.

Technical Requirements

The technical requirements include:

• Provision of qualified plumbing artisans with certified trade test certificates, CVs, and certified IDs
• Capability to carry out repairs and installations as specified, including electrical work related to geysers and cylinders
• Use of materials that meet SANS 9001 standards and are similar or superior to specified brands
• Notification and approval prior to purchasing non-standard or imported products
• Adherence to health, safety, and environmental standards, including ISO and SANS regulations
• Provision of documentation such as DPW job cards, invoices, and photographic evidence of work done
• Timely commencement within 24 hours of instruction and completion within specified timeframes

Skills Requirements

The tenderer must demonstrate:

• Experience in comparable plumbing projects over the past five years, with contactable references
• Adherence to contractual commitments and quality performance in previous projects
• Qualified and experienced human resources, including at least two certified plumber artisans with relevant CVs and IDs
• Capacity to respond promptly to instructions and emergencies
• Ability to provide all necessary documentation, including proof of registration, BBBEE certificates, and project completion certificates
• Compliance with health, safety, and environmental standards
