Objectives

The primary objective of this tender is to appoint a competent and professional service provider to develop an informed and well-defined productivity study framework for the City of Ekurhuleni. The framework aims to:

• Provide metrics to measure, analyze, and improve productivity levels across the City.
• Identify scope for additional metrics or innovative approaches to measuring productivity and its drivers.
• Assist the City in defining key objectives, areas for improvement, and priorities.
• Recommend data collection methods, research methodologies, and analytical tools.
• Identify key performance areas to focus on.
• Support broader initiatives to enhance service delivery aligned with the City’s strategic plans (GDS2055 and IDP).

Scope

The scope of work includes:

1. Developing a comprehensive productivity study framework addressing quality and quantity of output relative to inputs.
2. Assessing current productivity levels and identifying drivers of productivity within the City’s operations.
3. Providing organizational metrics and tools for ongoing measurement and assessment.
4. Streamlining business processes to reduce inefficiencies and fiscal constraints, such as excessive overtime.
5. Analyzing resource utilization and constraints to improve overall productivity.
6. Transfer of skills to internal City resources involved in the project.
7. Producing a detailed report with findings, recommendations, and a proposed implementation plan.

Technical Requirements

The technical requirements for the tender include:

• Qualifications and Experience:
  • Project Manager with a Degree in Social Sciences, Quality Management Systems, or relevant NQF Level 7 qualification, and at least 5 years of experience in organizational development or work-study.
  • Two staff members with Degrees in Public Administration, Project Management, or relevant NQF Level 7, each with at least 5 years of relevant experience.
  • Previous experience in conducting productivity studies or similar projects in the public sector, evidenced by reference letters.
• Resources and Equipment:
  • Ownership or leasing of appropriate plant and equipment suitable for project execution.
• Methodology:
  • Development of a productivity framework responding to key pillars such as time management, task management, prioritization, and focus.
  • Recommendations on data collection, research methods, and analytical tools.
  • Analysis of current resource utilization and identification of improvement opportunities.
• Skills Transfer: Transfer of knowledge and skills to City personnel involved in the project.
• Reporting: Delivery of a detailed productivity framework report with findings and actionable recommendations.
