Objectives

The primary objective of this tender is to procure goods, specifically single surfaced PGX and clear lenses, for Osindisweni Hospital under the Department of Health in KwaZulu-Natal. The procurement aims to ensure the supply of quality ophthalmic equipment that meets specified standards and specifications, supporting the hospital's vision correction and low vision device needs.

Scope

The scope encompasses the supply, delivery, installation, and commissioning of various ophthalmic products including:

• Single vision surfaced PGX lenses
• Single vision surfaced clear lenses
• Various spectacle frames and accessories
• Low vision devices such as magnifiers and telescopes
• Complete spectacle sets with specified lens types and coatings
• Optional accessories and spare parts
• Technical support, training, and after-sales services

The procurement process includes mandatory site visits, technical evaluations, and adherence to specifications and standards.

Technical Requirements

The technical specifications include:

• Compliance with detailed product specifications for lenses, frames, and accessories as per the provided specifications (e.g., T1 to T4 clauses).
• Guarantee period of at least 24 months for equipment, with guaranteed uptime of at least 99%.
• Supply of supporting documentation such as manuals, brochures, and technical data sheets.
• Provision of calibration, maintenance, and repair software and tools.
• Availability of spare parts and consumables for a minimum of 10 years.
• Compliance with electrical safety standards (IEC 60601-1), CE certification, and SABS approval.
• Proper packaging, labeling, and insurance during transit.
• Provision of training for hospital technicians and end-users within specified timelines.
• Demonstration of equipment evaluation and clinical trial where applicable.

Skills Requirements

The successful bidder must demonstrate:

• Technical expertise in ophthalmic equipment supply, installation, and maintenance.
• Qualified and trained technicians with manufacturer certification for servicing and repairs.
• Establishment of a local service and repair facility within KwaZulu-Natal.
• Capacity to provide ongoing technical support, training, and spare parts supply.
• Experience with government procurement standards, including compliance with the Department of Health’s specifications and regulations.
• Ability to conduct product demonstrations, acceptance testing, and clinical evaluations.
• Knowledge of relevant legislation, including Hazardous Substance Act and Radiation Control licensing where applicable.
