Objectives

The primary objective of this tender is to procure compliant, medical-grade compression stockings for clinical use at Northdale Hospital under the KwaZulu-Natal Department of Health. The procurement seeks to secure a reliable supplier capable of delivering elastic garments that meet national regulatory standards, support patient mobility and vascular health, and adhere to strict public sector procurement regulations.

Scope

This is a once-off supply contract requiring direct delivery to Northdale Hospital. The procurement encompasses:

• Above knee compression stockings in sizes Small, Medium, Large, X-Large, and XX-Large (10 units per size).
• Below knee compression stockings in sizes Small, Medium, Large, X-Large, and XX-Large (10 units per size).

Quotations must remain valid for 90 days. All pricing must be firm and inclusive of delivery costs. Products must be new, unused, and possess a minimum remaining shelf life of six months upon delivery. The department reserves the right to negotiate prices if quotations are deemed non-market related.

Technical Requirements

Bidders must ensure their offerings satisfy the following technical and compliance criteria:

• Products must be elastic garments designed specifically as stockings and comply with applicable South African National Standards (SANS/SABS).
• Suppliers must hold a valid licence issued by the South African Health Products Regulatory Authority (SAHPRA) permitting the manufacture, wholesale, or distribution of medical devices.
• All official quotation forms must be submitted exactly as printed; retyping or redrafting is prohibited.
• Top-performing bidders may be electronically notified to submit physical samples for verification prior to contract award.
• Failure to meet specification requirements, submit mandatory returnable documents, or provide samples when requested will result in immediate disqualification.

Skills & Qualification Requirements

Bidders must demonstrate administrative, legal, and operational readiness through the following mandatory submissions:

• Active Central Suppliers Database (CSD) registration with verified status.
• Current CIPC company registration documents.
• SARS PIN and evidence of tax compliance.
• BBBEE Certificate or sworn affidavit to claim preference points for South African-owned enterprises.
• Proven logistical capability to transport, store, and deliver temperature-sensitive or regulated medical goods without damage or deterioration.
• Clean procurement history with no recorded defaults, exclusions from the Register for Tender Defaulters, or involvement in collusive bidding practices.

• 80/20 Preference Point System: A scoring methodology where 80 points are awarded based on competitive pricing and 20 points are granted for achieving specific socio-economic targets, primarily favouring South African-owned businesses.
• SAHPRA Licensing: Mandatory regulatory clearance from South Africa's national health products authority, verifying that the supplier is legally authorised to handle, distribute, or manufacture medical devices.
• SBD Forms: Standardised government bidding templates. SBD4 requires disclosure of conflicts of interest, while SBD6.1 claims preferential procurement points. These must be submitted unaltered alongside the quotation.
• Prime Interest Rate Penalty: A daily financial deduction applied to the contract value for delayed deliveries, calculated using the prevailing prime lending rate until full performance is achieved.
