Objectives

The primary objective of this tender is to appoint a qualified ICT service provider to facilitate the relocation of all server infrastructure from the current municipal offices to the new municipal offices. The service provider must ensure compliance with applicable ICT governance frameworks, industry standards, business continuity requirements, physical security, and data centre best practices. The project aims to plan, dismantle, transport, install, test, commission, and document all server room infrastructure and associated ICT equipment.

Scope

The scope of work includes:

• Conducting a comprehensive audit of server infrastructure, network infrastructure, and telecommunications equipment.
• Planning and executing the physical relocation of ICT infrastructure.
• Constructing a new server room that meets specified environmental, security, and technical standards.
• Supplying and installing server racks, cabling, UPS infrastructure, electrical systems, and environmental controls.
• Ensuring compliance with relevant ICT governance and data centre standards.
• Testing, commissioning, and providing documentation of all installed infrastructure.
• Providing training, knowledge transfer, and warranty services post-installation.

Technical Requirements

The technical specifications include:

• Construction of a compliant server room environment with proper environmental controls, security, and fire safety measures.
• Installation of server racks that comply with industry standards.
• All cabling must be neatly managed, properly terminated, and compliant with standards.
• The server room must include UPS infrastructure, electrical systems, and environmental controls such as cooling and fire suppression.
• Compliance with standards such as SANS 10142 and relevant data centre standards (ISO/IEC 22237).
• Implementation of physical security measures and environmental controls to ensure data integrity and security.
• Adherence to ICT governance frameworks including ISO/IEC 38500, ISO/IEC 27001 series, and data centre standards.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in ICT infrastructure relocation projects, particularly server and data centre moves.
• Expertise in designing and constructing secure, compliant server rooms.
• Knowledge of ICT governance and compliance standards.
• Capability to conduct detailed audits and develop comprehensive relocation plans.
• Technical proficiency in installing and configuring server racks, cabling, UPS systems, and environmental controls.
• Ability to provide training and knowledge transfer to municipal ICT staff.
• Strong project management skills to ensure timely completion within scope and budget.
