Objectives

The primary objective of this tender is to appoint a panel of investigators capable of providing forensic investigation capacity to support the Fraud Management Unit within the Eastern Cape Department of Health. The investigations aim to identify, analyze, and address instances of fraud and corruption, ultimately contributing to cost savings, financial recovery, and strengthening of fraud prevention measures.

Scope

The scope includes:

• Provision of forensic investigation services over a period of 3 years.
• Engagement planning, review, and approval processes.
• Conducting investigations into suspected fraud and corruption cases.
• Preparation and submission of preliminary and final investigation reports.
• Involvement of various personnel including partners, associates, senior managers, managers, investigators, and specialized experts (e.g., handwriting, labour relations).
• Development of project plans with key activities, milestones, and deliverables.
• Cost management including disbursements such as travel, accommodation, and printing.

Technical Requirements

The technical requirements encompass:

• Appointment of a multidisciplinary team with specified hours allocated for each role.
• Provision of detailed hourly rates and disbursement costs, aligned with DPSA rates and CPI adjustments.
• Development and submission of a comprehensive project plan prior to investigation commencement.
• Preparation of preliminary reports demonstrating prima facie evidence of fraud, with clear articulation of findings and potential outcomes.
• Final reports must demonstrate the value derived from investigations, including cost savings and financial recoveries.
• All investigation activities must be documented with supporting evidence, working papers, and client interviews.
• Cost proposals must include a ceiling price based on total estimated time and expenses, inclusive of taxes.

Skills Requirements

The successful bidder must demonstrate the following skills and expertise:

• Experience in forensic investigations, particularly in fraud and corruption cases.
• Ability to conduct engagement planning, review, and approval processes.
• Proficiency in preparing detailed investigation reports and evidence documentation.
• Expertise in specialized areas such as handwriting analysis and labour relations, as required.
• Strong project management skills to develop and adhere to investigation plans, milestones, and deliverables.
• Competence in managing disbursements and cost control throughout the investigation period.
