The primary objective is to procure and deliver safe, compliant intravenous administration sets to St Margaret’s Community Health Centre to support routine clinical operations. The procurement aims to ensure a reliable supply of medical-grade consumables while aligning with provincial procurement policies that prioritise local economic participation and enterprise development.
The tender covers the supply of two categories of admin giving sets:
Delivery must be made directly to the designated health facility within the agreed timeframe. Pricing must remain firm for a ninety-day validity period, and all delivery, packaging, and incidental costs must be included in the quoted amount. The contract will be governed by standard public sector general and special conditions, including performance security and warranty provisions.
No specialised technical engineering skills are mandated. However, bidders must demonstrate proven capacity in medical consumable supply, including inventory management, regulatory compliance, and timely logistics. Suppliers must maintain active Central Supplier Database (CSD) registration, valid tax clearance status, and appropriate Broad-Based Black Economic Empowerment (B-BBEE) documentation. Familiarity with public sector procurement regulations, contract performance security, warranty obligations, and anti-collusion declarations is essential. Bidders must also be capable of providing samples promptly upon written request and withstand inspection or testing at their own cost if required.
Admin Giving Sets: Standard intravenous tubing systems used to regulate the flow of fluids or medications into patients. The "needle-free" design eliminates sharp components to reduce needle-stick injuries and enhance clinical safety.
Displacement Port/Post: An additional luer-lock connector on the administration set that allows secondary infusion lines or syringe access without interrupting the primary fluid flow.
80/20 Preference Point System: Evaluation uses an eighty-percent weight for price and twenty-percent weight for specific goals. Full preference points are awarded to enterprises manufacturing or producing the goods within KwaZulu-Natal.
Sample Submission Protocol: The top three scoring bidders will be invited to provide physical samples for validation. Failure to submit compliant samples results in disqualification. Samples are retained if the bidder wins the contract.
Contractual Obligations: Includes a twelve-month warranty covering defects in materials or workmanship, penalty deductions calculated at the prime interest rate for delayed deliveries, and strict adherence to disclosure and anti-fraud declarations. Late, incomplete, or non-compliant quotations will be rejected outright.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
