Objectives

The primary objective of this tender is to invite quotations for various security, guarding, and related services required by Buffalo City Metropolitan Municipality (BCMM). Specific objectives include procuring security services at multiple locations such as Bonza Bay Beach, Nahoon Caravan Park, Berlin Landfill Site, and other facilities, as well as services like cemetery maintenance, traffic management, external audits, uniform supply, and consultancy services.

Scope

The scope encompasses the provision of:

• Security guarding services at designated locations for a period of 3 months (90 days).
• Rendering of cemetery and Georges Park services.
• Traffic department maintenance and management services.
• External audit of the Roundhill Landfill Site.
• Supply and delivery of uniforms and protective equipment.
• Conversion of containers into hawker stalls at specified wards.
• Professional consultancy services for internal audit, infrastructure asset management review, and technology controls.
• Supply of law enforcement equipment such as black handcuffs, keys, and pouches.

The services are to be delivered at multiple locations across the municipality, including beaches, caravan parks, landfill sites, offices, and other specified sites.

Technical Requirements

The technical requirements include:

• Provision of security personnel to operate 24 hours a day, 7 days a week.
• Adherence to specific site requirements and specifications attached to each RFQ.
• Participation in briefing sessions at designated times and locations.
• Delivery of specified equipment, uniforms, or services as per the tender documents.
• Compliance with all technical standards and specifications outlined in the tender documentation.
• Submission of all supporting documents and certifications as required.

Skills Requirements

The skills and qualifications required from bidders include:

• Experience in security guarding and related services.
• Capability to provide trained security personnel for 24/7 operations.
• Proficiency in conducting audits, consultancy, and technical assessments.
• Ability to supply and manage protective equipment and uniforms.
• Competence in converting containers into stalls and managing related logistics.
• Knowledge of law enforcement equipment handling and supply.
