Objectives

The primary objective of this tender is to develop a comprehensive Feasibility Study and Bankable Business Plan for the Ludeke Dam area within Ward 5 of Winnie Madikizela-Mandela Local Municipality. The study aims to assess the viability, profitability, and social responsibility of developing multi-use eco-tourism and aquaculture initiatives leveraging the dam's natural resources. The project seeks to identify market opportunities, infrastructure requirements, environmental and social sustainability factors, and stakeholder engagement to facilitate sustainable economic development and attract funding.

Scope

The scope of work includes:

• Conducting a detailed market analysis and projections for eco-tourism and aquaculture sectors.
• Assessing land suitability, infrastructure needs, environmental, social, and financial sustainability factors.
• Performing stakeholder consultations with local leaders and departments.
• Developing a comprehensive bankable business plan outlining goals, operational strategies, financial projections, and risk mitigation measures.
• Preparing an inception report, final feasibility report, and presentation to the Project Steering Committee.
• Ensuring the project is completed within approximately one month, with specific milestones for inception, development, stakeholder engagement, and final approval.

Technical Requirements

The technical requirements include:

• Thorough market analysis including industry trends, target markets, and competitive landscape.
• Site and area assessment of Ludeke Dam for eco-tourism and aquaculture infrastructure potential.
• Environmental and social impact assessments, including PESTLE and SWOT analyses.
• Infrastructure evaluation (electricity, water, roads) and environmental sustainability considerations.
• Stakeholder engagement and consultation processes.
• Development of a detailed implementation plan with clear roles, responsibilities, and monitoring frameworks.
• Preparation of a comprehensive business plan with executive summary, company description, market analysis, operational model, marketing strategy, financial projections, and risk management.

Skills Requirements

The successful service provider must demonstrate:

• Experience in conducting feasibility studies and developing bankable business plans, preferably for municipal or similar projects (20 points).
• At least one team member with a degree in Tourism Management, Economics, Development Studies, or related fields (30 points).
• Methodological expertise with a clear approach to stakeholder mapping, reporting, activity scheduling, and work breakdown structures (50 points).

Additional skills include stakeholder engagement, environmental and social impact assessment, financial modeling, and project management capabilities.
