Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, deliver, and install a complete CCTV surveillance system, including necessary accessories and integration with existing infrastructure, for the Mkhambathini Local Municipality. The appointment aims to enhance municipal security through reliable monitoring technology while ensuring compliance with public procurement legislation.

Scope of Work

• Supply and delivery of one complete CCTV system comprising twelve units, specifically including four colour IR outdoor day/light security cameras, a 4-channel AHD DVR, power splitters, power supplies, cabling, a mouse, and user manuals.
• Conduct a thorough assessment and perform necessary repairs on the municipality’s existing CCTV camera system.
• Provide professional services encompassing scoping, solution design, project management, data collection, and end-user training.
• Deliver all goods and complete installations within a stipulated delivery period, with a maximum contract duration of six months.

Technical Requirements

• Equipment must be generic-brand, 4-channel CCTV systems manufactured in China, featuring infrared capability for outdoor surveillance.
• All quoted prices must be inclusive of VAT and remain firm for the entire contract period.
• Compliance with the General Conditions of Contract (GCC), Municipal Finance Management Act, Preferential Procurement Policy Framework Act, and Occupational Health and Safety regulations is mandatory.
• Ownership of all supplied materials, documentation, and intellectual property vests exclusively with the municipality.
• A warranty period of twelve months post-delivery or eighteen months from shipment applies, whichever concludes earlier.
• The municipality retains the right to inspect, test, and reject non-compliant goods at the supplier’s expense. Performance security may be required upon contract award.

Skills and Qualification Requirements

• Statutory compliance documentation: valid Tax Clearance Certificate or Central Supplier Database (CSD) number, company registration documents, BBBEE verification certificate or sworn affidavit, CIDB registration copy, certified IDs of all directors/shareholders, proof of business premises, and a signed authority letter for the signatory.
• Declaration confirming no involvement in collusive practices, fraud, corruption, or listing on the tender defaulter database.
• Personnel must include accredited in-field engineers, project managers, and end-user trainers capable of executing solution design, Factory Acceptance Testing (FAT), and comprehensive operational training.
• Mandatory submission of an Occupational Health and Safety certificate. Persons in the service of the state are strictly ineligible.
