Objectives

The primary objective of this tender is to procure a service provider for the supply and delivery of sponges and plastic sheeting to support disaster management efforts within the municipality.

Scope

The scope includes the provision of:

• Supply and delivery of sponges suitable for disaster management operations.
• Supply and delivery of plastic sheeting for disaster management purposes.

The procurement is limited to suppliers who meet the specified technical and compliance requirements, with a focus on local suppliers where possible.

Technical Requirements

• Prices must be valid for at least 30 days and inclusive of VAT.
• Suppliers must provide a valid tax clearance certificate with PIN.
• Proof of CSD registration.
• Municipal account or lease agreement not older than 3 months for both the director and the company.
• Proof of residency from CLLRS for both the director and the company (applicable for rural residents, not older than 3 months).
• Submission of MBD forms 3.1, 4, 6.1, 8 & 9 (returnable documents).
• CK or company registration documents not older than 3 months.
• Certified ID copies of members/directors not older than 3 months.

Failure to comply with these requirements will result in disqualification.

Skills and Evaluation Requirements

The evaluation will be based on a 80/20 points system, with specific goals including:

• Youth Categories: 5 points (verified via CSD report, ID, BBBEE certificate if applicable).
• Disability: 5 points (proof via doctor's certificate, CSD report).
• Gender-Based Ownership Percentage: 10 points (verified through CSD report, registration documents, ID, BBBEE).
• Women Ownership (must be South African): 5 points (verified through CSD report, registration, ID, BBBEE).

Additional evaluation criteria include ownership structures categorized by gender and ethnicity, with points allocated accordingly to promote diversity and local participation.
