Objectives

The primary objectives of the tender are to select qualified bidders to provide services or solutions aligned with the Department of Public Works and Infrastructure’s strategic goals. Scope

The scope encompasses:

• Disclosures related to bidder’s interests and compliance declarations.
• Recruitment and selection of senior management personnel, including roles such as Director: HR Planning and Recruitment, and Director: Strategic Planning.
• Development and implementation of strategic HR policies, workforce planning, and employment equity initiatives.
• Management of departmental strategic planning, performance monitoring, and stakeholder engagement.
• Ensuring statutory compliance, financial governance, and operational oversight within the department.
• Assessment and vetting of candidates through pre-entry assessments and security clearances.

Technical Requirements

The technical requirements include:

• Minimum qualification of NQF Level 07 or equivalent in relevant fields such as Human Resource Management, Public Management, or related disciplines.
• At least 5 years of middle/senior management experience in HR planning, recruitment, or strategic management.
• Proficiency in statutory frameworks including the Public Service Act, Employment Equity Act, BCEA, PFMA, and Treasury Regulations.
• Advanced skills in HR systems such as PERSAL, and in financial and resource governance.
• Strong strategic planning, policy development, and stakeholder management capabilities.
• Ability to lead large-scale projects, manage teams, and ensure compliance with legislative and departmental standards.
