Objectives

Scope

The scope of this tender encompasses:

• Procurement transactions with a value exceeding R1 million.
• Inclusion of various specific goals such as ownership by black people, black women, people with disabilities, and black youth.
• Submission of relevant documentation to validate claims for preference points.
• Application of either the 80/20 or 90/10 preference point system, as determined after receipt of tenders.
• Assessment and awarding of points for price and specific goals as detailed in the tender documentation.

Technical Requirements

The technical requirements include:

1. Preference Point Systems

• The applicable preference point system is either 80/20 or 90/10, determined based on the lowest or highest acceptable tender.
• Points are awarded for price and specific goals, with maximum points allocated as follows:
  • Price: 80 points (for 80/20 system) or 90 points (for 90/10 system)
  • Specific Goals: 20 points (for 80/20 system) or 10 points (for 90/10 system)

2. Specific Goals and Documentation

• Claims for specific goals must be supported by appropriate documentation, such as certificates or sworn affidavits, to validate ownership or disability status.
• Goals include ownership by black people, black women, people with disabilities, black youth, and other socio-economic targets.
• Failure to submit required proof will result in the claim for preference points being considered unclaimed.

3. Formulas for Points Calculation

Points for price are calculated using the following formulas:

• For price: Points = (Ps / Pt) × maximum points
• Where Ps = Points scored for the tender under consideration, Pt = Price of the tender under consideration, Pmin = Lowest acceptable tender price.

Similarly, for disposal or leasing of state assets, the formula adjusts to account for maximum and minimum acceptable prices.

4. Declaration and Certification

• Tenderers must declare the accuracy of their claims and certify that all documentation submitted is true.
• They must acknowledge that false claims or fraudulent documentation may lead to disqualification, legal action, or other remedies.

5. Definitions

Key definitions include:

• "Tender": A written offer in response to an invitation to supply goods or services.
• "Price": Total amount tendered, including applicable taxes and discounts.
• "Rand value": Total estimated contract value in Rand, including taxes.
• "Preference points": Points awarded based on specific socio-economic goals as per regulations.
