Objectives

The primary objective is to engage a qualified service provider for the post-installation repair and maintenance of Uninterruptible Power Supply (UPS) units at Hlabisa Hospital. The focus is on restoring operational reliability by replacing degraded or faulty batteries across critical clinical areas, ensuring uninterrupted power during electrical outages and protecting sensitive medical equipment.

Scope of Work

The contract encompasses diagnostic testing and battery replacement for UPS systems located in Theatre 1, Theatre 2, Theatre 3, and Ward High Care. Specific deliverables include:

• Theatre 1: Replacement of 40 units of 12V 7Ah/20hr 6kVA batteries.
• Theatre 2: Replacement of 40 units of 12V 7Ah batteries.
• Theatre 3: Replacement of 30 units of 12V 7Ah batteries.
• Ward High Care: Replacement of 2 units of 12V 7Ah batteries in a double conversion UPS system.

Upon completion, the contractor must submit a comprehensive service report per location, a signed and stamped checklist/scheduler, an original tax invoice, and a formal site handover document. The engagement is structured as a one-off service contract.

Technical Requirements

Bidders must satisfy strict administrative and technical compliance criteria before evaluation proceeds. Mandatory documentation includes:

• A valid CIDB contractor registration certificate.
• A current letter of good standing.
• A fully signed completion certificate from a previous facility where identical UPS repair services were executed.
• Compliance with the attached specification document and standard government General and Special Conditions of Contract.
• Tax compliance verification through the Central Suppliers Database.

Evaluation utilizes an 80/20 preference point system. Bidders must submit proof of South African ownership, including a CIPC registration certificate, a BBBEE certificate or sworn affidavit, and a valid ID copy, to claim the full 20 points allocated to specific socio-economic goals.

Skills Requirements

The successful bidder must deploy a certified Electrical Artisan who will be physically present on-site to execute all repairs. Required competencies include:

• Proven technical expertise in UPS battery diagnostics, safe handling of high-density battery arrays, and voltage troubleshooting.
• Documented experience in performing identical UPS maintenance services, validated by the mandatory previous completion certificate.
• Administrative capability to compile accurate service reports, manage site handovers, and navigate public sector procurement and payment protocols.

• CIDB Contractor Registration: A national grading system administered by the Construction Industry Development Board that certifies a firm's financial, technical, and managerial capacity to execute construction and electrical installation projects according to South African standards.
• After Service Repair: Refers to corrective maintenance and component replacement performed after the initial purchase and installation of equipment, distinguishing this contract from a new supply or installation tender.
