ALIENATION OF UNREGISTERED ERF 21791 MOSSEL BAY, MOUNTAIN VIEW
Tender No: TDR16/2026/2027
Closing Date: 2026-10-02 12:00
The primary objective of this tender is to facilitate the alienation (transfer of ownership) of Unregistered Erf 21791 in Mossel Bay’s Mountain View area to a qualified bidder. The municipality seeks to stimulate local economic activity, enhance community infrastructure, and ensure the property is developed into a compliant, sustainable, and inclusive commercial hub that aligns with municipal land-use and spatial planning frameworks.
The successful bidder will acquire the 2,646 m² erf and develop it strictly for Business Zone I purposes. The development must encompass:
All newly created municipal infrastructure and services must be donated to the municipality upon completion. The developer must obtain an occupancy certificate for the approved use within 24 months of registration; failure to comply triggers a reversion clause, returning the property to the municipality at the original purchase price.
Bidders must submit a two-envelope proposal comprising a Functional Proposal and a Financial Proposal. The Functional Proposal requires a comprehensive site development concept addressing all scope components, demonstrating strict compliance with existing zoning regulations (including a prohibition on liquor sales). Required submissions include:
Bids must achieve a minimum functionality score of 80 out of 100 points to qualify for financial evaluation. Joint ventures are permitted but require a formal joint venture agreement and separate compliance documentation from all participating entities.
While not explicitly itemised, the functional evaluation criteria necessitate demonstrated capabilities in:
Bidders must prove their capacity to deliver complex, multi-component developments within strict municipal timelines, quality standards, and budgetary parameters.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
