Objectives

The primary objective of this tender is to procure an advanced Anaesthesia Delivery System with integrated physiological monitoring capabilities suitable for use in tertiary and central hospitals within KwaZulu-Natal. The system aims to enhance patient safety, provide comprehensive anesthesia management, and ensure compliance with relevant safety and technical standards. Additionally, the tender seeks to establish a service and maintenance framework to support the equipment over its lifecycle.

Scope

The scope encompasses the supply, delivery, installation, commissioning, and end-user training of a sophisticated electronic anesthesia workstation capable of adult, pediatric, and neonatal anesthesia. It includes the provision of optional accessories, spare parts, and a comprehensive 5-year service contract. The scope also covers technical support, software updates, and compliance with all specified standards and regulations, including radiation and hazardous substances licensing where applicable.

Technical Requirements

• The system must be a fully integrated, electronic anesthesia workstation with advanced ventilation modes and monitoring capabilities suitable for patients down to 500g.
• Must include integrated gas delivery (oxygen, nitrous oxide, air) and monitoring (gas concentrations, pressures, flow rates).
• Must support advanced ventilation modes such as volume control, pressure control, spontaneous, and pressure support ventilation.
• The device must meet international safety standards (DIN EN ISO 9001, EN ISO 13485, IEC 60601-2-13, etc.) and be CE certified.
• Must have a compact, corrosion-resistant, robust design with specified dimensions and ergonomic features.
• Equipment must include a comprehensive user manual, service manuals, and software for troubleshooting, calibration, and updates.
• Must be capable of integration with patient monitoring systems, including ECG, SpO2, invasive pressures, EEG (e.g., BIS), and other advanced monitoring options.
• Includes provisions for gas scavenging, vaporizers (Isoflurane, Sevoflurane, Desflurane), and safety devices such as oxygen failure alarms and hypoxic mixture prevention systems.
• Equipment must comply with electrical safety standards (IEC 60601-1), have appropriate power supply features, and include backup battery systems.
• Must support optional accessories and upgrades, with clear documentation of compatibility and costs.

Skills Requirements

• Qualified biomedical or technical engineers with manufacturer-certified training in anesthesia equipment maintenance, calibration, and repair.
• Trained clinical staff capable of operating and troubleshooting the anesthesia workstation.
• Technical support personnel based in KwaZulu-Natal with a well-established service and repair facility.
• Personnel must demonstrate familiarity with international safety standards, software updates, and equipment calibration procedures.
• Bidder must provide evidence of ongoing training programs, technical manuals, and support infrastructure to ensure continuous operational readiness.
