Objectives

The primary objective of this tender is to procure an annual plumbing service provider responsible for maintenance, cleaning, unblocking, and servicing of plumbing systems including manholes, drains, urinal traps, and hand wash basins within the specified facilities. The service aims to ensure the proper functioning, cleanliness, and leak prevention of plumbing infrastructure, thereby maintaining hygiene standards and preventing major plumbing failures.

Scope

The scope encompasses:

• Preventative and reactive maintenance of plumbing systems.
• Unblocking sewer lines, drains, and manholes using sewer rods and high-pressure jet systems.
• Removal of mud, tree roots, rubble, and other debris from sewer lines and manholes.
• Cleaning and servicing of waste traps for hand wash basins, urinals, and toilets across all buildings.
• Inspection and maintenance of water meters to ensure functionality.
• Leak detection and sealing using B wax sealer where leaks are identified.
• Ensuring no leaking taps (hot/cold) in and out of buildings.
• Disposal of debris at approved municipal dumping sites.
• Provision of all necessary materials, tools, and qualified personnel for the execution of services.

Technical Requirements

The technical requirements include:

• Use of SABS-approved materials and equipment.
• Deployment of competent and experienced personnel with appropriate tools and machinery.
• Development of inspection, testing, and maintenance plans.
• Adherence to safety and quality standards during all operations.
• Proper documentation and record-keeping of maintenance activities.
• Compliance with all relevant health, safety, and environmental regulations.
• Site visits and measurements prior to fabrication or execution.
• Provision of detailed reports and certificates of work completion.

Skills Requirements

The successful bidder must demonstrate:

• Sufficient qualified and experienced technical staff capable of performing plumbing maintenance and repairs.
• Proven track record of similar plumbing services in healthcare or similar facilities.
• Capability to operate high-pressure jetting equipment, sewer rods, and leak sealing materials.
• Ability to develop and implement preventative maintenance schedules.
• Knowledge of plumbing standards and compliance requirements (SABS, ISABS).
• Effective communication skills for reporting and coordination with the Department of Health.
• Capacity to mobilize resources promptly for reactive repairs and emergency interventions.
