Objectives

The primary objective of this tender is to appoint a multi-disciplinary built environment professional service provider with qualified and registered professionals to undertake investigations and reporting for the North of Mandela Square Informal Settlement in Breede Valley Municipality, Western Cape. The investigations aim to inform the development of upgrading plans, masterplans, and future implementation of infrastructure and housing solutions, including environmental, bulk engineering, and geotechnical assessments.

Scope

The scope encompasses four main assessment areas, each with specific deliverables:

• Environmental Screening: Preliminary investigation of environmental conditions, including visual inspections, desktop investigations, stakeholder consultations, and mapping of environmental sensitivities to determine land suitability for upgrading.
• Bulk Engineering Assessment: Evaluation of existing infrastructure capacity for water, sewerage, electricity, and stormwater to support the proposed upgrading, including visual inspections, desktop investigations, and capacity analysis.
• Geotechnical Assessment: Desktop review and preliminary analysis of geotechnical conditions to assess land stability and suitability for infrastructure and housing development, involving data gathering, site inspections, and terrain analysis.
• Reporting and Deliverables: Each assessment will produce separate reports (Environmental Screening Report, Bulk Services Report, Geotechnical Report) within specified timelines, supporting planning and decision-making for upgrading the settlement.

Technical Requirements

The technical scope includes:

• Conducting desktop and field investigations for environmental, infrastructure, and geotechnical conditions.
• Producing environmental sensitivity maps and assessing regulatory compliance.
• Evaluating existing bulk infrastructure capacity and identifying potential bottlenecks.
• Analyzing geotechnical conditions to determine land stability and suitability.
• Preparing detailed reports with findings, maps, and recommendations.
• Engaging with stakeholders and verifying regulatory requirements.
• Delivering all reports within a 4-week timeframe, with milestones aligned to project phases.

Skills and Skills Requirements

The successful service provider must demonstrate:

• Work-Related Experience: Proven project experience in environmental assessments, bulk infrastructure evaluations, and geotechnical studies within the built environment sector, with appointment or approval letters not older than 5 years.
• Team Composition:
  • Registered Environmental Practitioner (SA Council for Natural Science) – 15 points
  • Registered Civil Engineer (ECSA) – 15 points
  • Registered Geotechnical Engineer (ECSA or SACNASP) – 15 points
• Methodology and Approach: Clear demonstration of a comprehensive methodology for undertaking investigations, including site inspections, desktop reviews, stakeholder engagement, and mapping, with a detailed implementation plan and timeframes.
• Capacity: Ability to deliver quality reports within the specified 4-week period, with adequate staffing and expertise in environmental, infrastructure, and geotechnical disciplines.
