Objectives

The primary objective of this tender is to appoint a panel of accredited and experienced service providers to conduct safety-related training for ERWAT employees on an as-and-when-required basis. The training aims to enhance safety standards, ensure compliance with occupational health and safety regulations, and support ERWAT’s operational and safety management goals.

Scope

ERWAT seeks to engage service providers specializing in a wide range of safety training programs, including but not limited to:

• Basic Fire Fighting
• Basic First Aid
• Emergency Response Procedures
• Use of Self-Contained Breathing Apparatus
• Working at Heights
• Operating forklifts, cranes, MEWPs, tractors, trucks, and chemical dosage systems
• Handling hazardous chemicals and dangerous goods
• Defensive driving and lockout procedures
• ISO 45001 and 14001 standards and internal auditing
• SAMTRAC / SHEMTRAC, NEBOSH certificates, permit to work, and other safety modules

The training will be conducted at ERWAT premises, with practical sessions priced accordingly, and space provided for such activities. The scope also includes ensuring facilitators and assessors are qualified and accredited by relevant institutions.

Technical Requirements

• The service provider must be registered with relevant accreditation bodies such as SETA, QCTO, and/or SAIOSH.
• Facilitators and assessors must possess appropriate qualifications and accreditation, with CVs and certificates attached.
• The training must meet national standards, municipal by-laws, and guidelines issued by the Department of Water and Sanitation.
• All training sessions must be held at ERWAT premises, with practical components priced accordingly.
• Potential providers must demonstrate a minimum functionality score of 80 points out of 100 during evaluation.
• Proposals must include evidence of ISO 45001 accreditation, relevant experience, and contactable references.
• Pricing must be firm, inclusive of all costs, and valid for at least 60 days from the closing date.

Skills Requirements

The successful service providers must demonstrate:

• Qualified and accredited facilitators and assessors with relevant certifications (e.g., NEBOSH, ISO internal auditor, SAMTRAC/SHEMTRAC).
• Experience in delivering occupational health and safety training, preferably within water treatment or municipal environments.
• Ability to provide practical training with appropriate facilities and equipment.
• Capability to develop and deliver training programs aligned with national standards and ERWAT’s safety policies.
• Proven track record through contactable references and accreditation certificates.
• Understanding of local legislative frameworks, including Occupational Health and Safety Act, 1993, and relevant ISO standards.
