Objectives

The primary objective of this tender is to appoint a professional service provider responsible for designing, managing the project, and certifying the upgrade and refurbishment of the existing NHLS laboratory at Ermelo. The goal is to build a facility that matches the existing laboratory standards and infrastructure, ensuring a comprehensive upgrade aligned with NHLS requirements.

Scope

The scope of work includes:

• Site assessment and laboratory design, including review of current infrastructure, drawing plans, stakeholder consultation, and obtaining necessary approvals.
• Preparation and finalization of tender documentation, including bills of quantities and specifications.
• Construction management, supervision, and monitoring from commencement to completion.
• Certification and certification-related activities to ensure compliance with standards.
• Provision of project management services, including cost analysis, scheduling, and reporting.
• Deliverables such as design drawings, progress reports, compliance certificates, and handover documentation.

Technical Requirements

The technical requirements specify that the service provider must:

• Demonstrate a clear understanding of the project scope through a detailed project plan and methodology.
• Provide a comprehensive approach to design, project management, quality assurance, risk mitigation, and stakeholder communication.
• Show relevant experience in similar projects, including project management experience of at least five years and successful completion of projects valued at a minimum of R20 million.
• Attach proof of professional registration (e.g., with relevant professional bodies), ISO 9001 compliance, and other relevant certifications.
• Present a detailed schedule with milestones, start and end dates, and deliverables for each project phase.
• Include evidence of local presence or operation relevant to the project location (Limpopo or Mpumalanga).

Skills Requirements

The skills and qualifications required from the service provider include:

• Qualified project management professionals with at least five years of post-qualification experience.
• Proven experience in managing laboratory upgrade projects or similar infrastructure projects.
• Capability to prepare detailed design drawings, project documentation, and certification processes.
• Ability to coordinate with stakeholders, contractors, and regulatory bodies effectively.
• Knowledge of relevant standards, health and safety regulations, and quality assurance protocols.
• Strong communication, reporting, and project monitoring skills.
• Demonstrated local operational capacity within the project region (Limpopo or Mpumalanga).
