Objectives

The primary objective of this tender is to appoint a service provider for the rental of timber skeletal/logger interlink trailers to SAFCOL for a period of 4 months. The rental aims to support SAFCOL's mill delivery operations, facilitating the transportation of sawlogs and pulp to internal and external clients, ensuring reliable high-production equipment and covering costs such as tyres, preventative maintenance, and related expenses.

Scope

The scope encompasses:

• Rental of timber skeletal/logger interlink trailers in line with specified technical and safety standards.
• Provision of trailers within 14 working days of order receipt, including an ad hoc replacement trailer of the same make and model at the same rental cost if needed.
• Delivery to designated collection points at no cost to SAFCOL.
• Maintenance, repairs, and roadside assistance, including replacement units during breakdowns or incidents such as hijackings or accidents.
• Compliance with licensing, registration, insurance, and safety standards.
• Management of operational issues through daily interaction with SAFCOL’s user department.

Technical Requirements

The trailers must meet or exceed the specifications detailed in Annexure 1, including:

• 4-stack dual steel timber skeletal/logger interlink design.
• 385 tyres set.
• Proper signage and identification as per industry standards.
• Roadworthy condition, registered, licensed, and insured according to local authorities and traffic laws.
• Regular maintenance and repairs adhering to manufacturer specifications.
• Availability of replacement trailers within 48 hours for breakdowns or accidents.
• Operational readiness, including insurance and licensing, prior to deployment.

Skills and Capacity Requirements

The service provider must demonstrate:

• Experience and proven track record in supplying and maintaining timber skeletal/logger interlink trailers for at least 1 year, with references from previous clients.
• Capability to deliver and replace trailers within specified lead times (preferably within 3-5 days).
• Ownership or leasing arrangements for critical plant and equipment, with proof of ownership or lease agreements.
• Ability to provide trailers within a specified proximity to the Port of Ngqura (preferably within 50-200 km).
• Capacity to manage 24/7 operations, including breakdown response, roadside assistance, and replacement unit provisioning.
• Compliance with licensing, registration, and safety standards, including the ability to investigate and report abuse or misuse of equipment.
• Adherence to SAFCOL’s supplier code of conduct and procurement policies.
