Objectives

The primary objective of this tender is to appoint a qualified service provider to design, fabricate, install, test, and maintain PML ladders and bins on Landcruiser vehicles for Midvaal Local Municipality. The project aims to ensure the provision of durable, compliant, and safe ladder and bin solutions, including live work capabilities up to 12 meters, in accordance with Eskom specifications and relevant standards.

Scope

The scope encompasses:

• Designing PML ladders and bins suitable for Landcruiser vehicles, adhering to Eskom specifications.
• Fabrication of the designed ladders and bins.
• Installation and testing of the equipment on Landcruiser vehicles.
• Performing live work up to 12 meters, including insulator replacement, live connections, pole top inspections, tree cutting, and mid-span joints.
• Ensuring all equipment complies with ISO, SANS, SABS standards, and Eskom requirements.
• Providing guarantees of at least 1 year on all design, fabrication, installation, and maintenance activities.
• Testing and certification of the equipment, including annual testing for mobile units.
• Providing technical support, documentation, and training as required.

Technical Requirements

• Insulating pedestal mounted ladders conforming to specified standards (DSP0005 Rev. 1, Eskom standards, OHS Act, etc.).
• Vehicle must support the weight of tools, compartments, and equipment, with water-tight doors and aluminium checkered plates on tool compartments.
• Ladders must support a minimum of 120kg at maximum extension, with electrical testing as per Eskom standards.
• Maximum working height of 8 meters, with safe rotation and stability features, including outriggers and earth grounding points.
• Equipment must be capable of safe operation in wind velocities up to 48 km/h.
• All equipment must be marked with serial numbers, rated voltage, and safety information.
• Design, fabrication, and installation must meet ISO, SANS, and Eskom specifications, with relevant experience in working with Eskom’s ladders and bins.

Skills Requirements

• Proven experience in designing, fabricating, and installing Eskom-compliant PML ladders and bins.
• Technical expertise in high voltage live work procedures, including insulator replacement, live connections, and pole top inspections.
• Capability to perform testing, certification, and annual maintenance of mobile electrical equipment.
• Knowledge of relevant standards (DSP0005, Eskom standards, ISO, SANS, SABS).
• Ability to provide technical documentation, training, and after-sales support.
• Experience working with Eskom or similar utility providers on live work and equipment testing.
• Qualified personnel with appropriate safety certifications and competence in high voltage operations.
