Objectives

The primary objective of this tender is to appoint a service provider responsible for designing, fabricating, and installing PML (Pedestal Mounted Ladder) ladders and bins for Midvaal Local Municipality. The aim is to ensure the provision of compliant, safe, and effective ladder and bin solutions on Landcruiser vehicles, including testing and maintenance, with adherence to relevant standards and specifications.

Scope

The scope of work includes:

• Designing PML ladders and bins suitable for Landcruiser vehicles, including those with Eskom specifications.
• Fabrication of the designed ladders and bins.
• Installation and testing of the ladders and bins on Landcruiser vehicles.
• Performing live work up to 12 meters, including insulator replacement, live connections, pole top inspections, tree cutting, and mid-span joints.
• Ensuring compliance with safety standards such as Eskom specifications, ISO standards, and SANS specifications.
• Guaranteeing a minimum of 1-year warranty on all design, fabrication, installation, and maintenance activities.
• Providing testing, inspection, and maintenance services post-installation.

Technical Requirements

The technical specifications mandate that:

• The supplied ladders must conform to Eskom standards (DSP0005 Rev. 1, Eskaraag4 Rev. 6, 34-1148).
• The vehicle used must support the weight of tools, compartments, and equipment, with water-tight doors and aluminium checkered plates on top.
• The insulating pedestal mounted ladders should support a minimum of 120kg at maximum extension, with electrical testing conducted prior to installation.
• The ladders must be capable of 360° ± 5° hand rotation, support at least 120kg unsupported at a 55° angle, and meet safety and stability standards.
• Insulating ladders shall be tested for dielectric strength (100kV per 300mm length for 1 minute) and shall be tested annually.
• All equipment must be marked with serial numbers, rated voltage, and safety information.
• Design, fabrication, installation, and testing must adhere to ISO, SANS, and Eskom standards.

Skills and Skills Requirements

The successful service provider must demonstrate:

• Relevant experience in designing, fabricating, installing, and maintaining Eskom-compliant PML ladders and bins.
• Proven track record with previous contracts or ongoing work with Eskom or similar utilities.
• Technical expertise in high-voltage live work procedures, electrical safety standards, and equipment testing.
• Capability to perform live work up to 12 meters, including insulator replacement, pole top inspections, and tree cutting.
• Qualified personnel trained in occupational health and safety, electrical work, and equipment handling.
• Ability to supply certified documentation, including ISO/SANS/SABS certifications, and compliance certificates.
• Capacity to provide ongoing maintenance, testing, and warranty services.
• Knowledge of Eskom specifications, international standards, and local legislation related to electrical and live work safety.
