Objectives

The primary objective of this tender is to appoint a service provider responsible for designing, fabricating, and installing PML ladders and bins for Midvaal Local Municipality. The service provider will also be tasked with testing and maintaining these installations on Landcruisers, ensuring compliance with relevant standards and safety regulations.

Scope

The scope of work includes:

• Designing PML ladders and bins suitable for Landcruisers, including Eskom-specific specifications.
• Fabricating the designed ladders and bins in accordance with industry standards and specifications.
• Installing the fabricated equipment on Landcruisers, including testing and commissioning.
• Performing live work up to 12 meters, including insulator replacement, live connections, pole top inspections, and tree cutting.
• Testing the apparatus to ensure compliance with Eskom standards (e.g., DSP0005 Rev. 1, Eskaraag4, 34-1148).
• Providing guarantees of at least 1 year on all design, fabrication, installation, and maintenance activities.
• Ensuring all work adheres to relevant safety, health, and environmental regulations.

Technical Requirements

The technical specifications include:

• Use of Eskom-spec ladders and bins, conforming to international ISO standards and SANS specifications.
• Design and fabrication of insulated pedestal-mounted ladders capable of supporting 120kg at maximum extension, with a working height of at least 8 meters.
• Vehicle compatibility: Landcruisers with sufficient capacity, including features like water-tight tool compartments, aluminum checkered plates, and earth grounding points.
• Insulating ladders tested to withstand 100kV DC voltage over 300mm for 1 minute without flashover.
• Installation of safety features such as safe angle indicators, serial number placards, and load capacity markings.
• Guarantee period of a minimum of 1 year on all equipment and workmanship.
• Testing and certification of apparatus before installation, including annual testing of mobile units.

Skills and Competency Requirements

The service provider must demonstrate:

• Relevant experience working with Eskom’s specified PML ladders and bins, including existing or past contracts with Eskom.
• Compliance with ISO standards and adherence to SANS specifications during design, fabrication, installation, testing, and maintenance.
• Technical expertise in high voltage live work, including insulator replacement, pole top inspections, and tree cutting.
• Capability to perform electrical testing and certification of equipment.
• Qualified personnel trained in occupational health and safety regulations, including compliance with OHS Act and Eskom operating regulations.
• Ability to provide ongoing maintenance and support services post-installation.
• Provision of references demonstrating successful completion of similar projects within the last five years.

The bidder must also have the capacity to manage project timelines, adhere to safety standards, and ensure quality assurance throughout all phases of the project.
