Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply and delivery of refreshments and cleaning products to East London stores over a period of 24 months. The aim is to ensure a consistent and reliable provision of these essential supplies to support the operations of the National Health Laboratory Service (NHLS).

Scope

The scope includes:

• Supply and delivery of various refreshments such as coffee, tea, sugar, milk, and related items.
• Provision of cleaning products including detergents, disinfectants, and related supplies.
• Delivery to specified East London stores as per the contractual requirements.
• Adherence to specified quantities, quality standards, and delivery schedules over the 24-month period.

Technical Requirements

The technical requirements specify that:

• The bidder must demonstrate experience with at least three supply and delivery projects of cleaning materials and three of refreshments, supported by award or reference letters.
• The bidder must provide proof of ownership or lease of delivery vehicles with valid roadworthy certificates and a guarantee letter from a financial institution.
• A comprehensive methodology and implementation plan must be submitted, including timeframes for project execution.
• Delivery must be completed within 48 hours of receiving an official order.
• All supplies must meet the quality standards specified in the scope of work.

Skills Requirements

The successful bidder should possess:

• Proven experience in supply chain management for similar products and projects.
• Operational capacity to deliver within tight timeframes, including ownership or leasing of delivery vehicles.
• Technical capability to implement the project methodology effectively.
• Compliance with all legal, safety, and quality standards relevant to the supply and delivery of consumables.
• Ability to provide ongoing support and communication throughout the contract period.
