Objectives

The primary objective of this tender is to appoint a suitably qualified and experienced Health and Safety Consulting Firm to provide comprehensive health and safety services for the construction of the new 100-bed Student Residence Phase 1 Part 2 at Mangosuthu University of Technology (MUT). The services aim to ensure compliance with relevant health and safety legislation, construction regulations, and best practices throughout the project lifecycle, from planning to project close-out.

Scope

The scope of work includes:

• Preparation of the Health and Safety Specification for the construction project.
• Review of contractors’ Health and Safety Plans.
• Monitoring and auditing compliance with health and safety standards during construction.
• Conducting site inspections and attending project meetings.
• Issuing compliance reports and reviewing the final Health and Safety File in accordance with the Occupational Health and Safety Act and Construction Regulations.
• Deliverables covering all phases from documentation, management, to project close-out, over a period of 12 months.

Technical Requirements

The technical requirements include:

• Provision of Occupational Health & Safety services aligned with the Occupational Health and Safety Act and Construction Regulations.
• Preparation and review of health and safety documentation, including specifications and plans.
• Regular site inspections and compliance monitoring.
• Attending project meetings and providing progress reports.
• Reviewing and finalizing the Health and Safety File at project completion.
• Adherence to the guidelines set out in the SACPCMP 2019 Guideline Tariff of Professional Fees.

Skills and Qualification Requirements

Applicants must meet the following skills and qualification criteria:

• Professionally registered with SACPCMP as a Health and Safety Professional (attach SACPCMP registration certificates for each Owner or Director).
• Demonstrated experience in managing health and safety for similar construction projects, supported by reference/recommendation letters (minimum of three).
• Ability to develop and implement health and safety methodologies and management plans.
• Competence in conducting site inspections, compliance audits, and preparing detailed reports.
• Knowledge of relevant legislation, construction regulations, and safety standards applicable to the project.
• Proven track record in delivering health and safety services within the stipulated project timeline and budget.
