Objectives

The primary objective is to appoint a qualified service provider to supply, install, commission, and integrate a high-definition Internet Protocol Closed Circuit Television (IP CCTV) system at Bruntville Community Health Centre. The system aims to enhance facility security, monitor critical clinical and administrative zones, deter criminal activity, and improve overall operational oversight.

Scope of Work

• Supply and install 47 HD IP cameras (bullet and dome types) across designated entrances, waiting areas, pharmacies, perimeter fences, and high-risk zones.
• Integrate existing analogue CCTV infrastructure where technically feasible.
• Provide complete supporting infrastructure including cabling, conduits, switches, NVRs, monitors, workstations, and UPS units.
• Deliver comprehensive operator training and submit editable layout plans, schematics, and maintenance manuals.
• Execute a 12-month guarantee period covering all repairs, workmanship, and breakdowns at no additional cost.
• Optionally provide a 24-month comprehensive maintenance contract post-guarantee, featuring quarterly preventive inspections, emergency breakdown response, and monthly performance reporting.
• Complete full installation within 30 calendar days, with a total project lifespan of 36 months.

Technical Requirements

• Cameras: 2MP resolution, infrared night vision, motion detection, low-light colour capability (0.05 lux), vandal-resistant housings, rear cable exits, and compatibility with advanced analytics and facial recognition.
• NVRs: Minimum 32-channel capacity per unit, 18TB internal storage, capable of retaining footage for 21–30 days at 1080P resolution, with analytic viewing and frame rotation features.
• Network & Infrastructure: PoE-compliant switches with 50% spare port capacity, CAT6e or fibre optic cabling, corrugated sleeves (PVC prohibited), heavy galvanised steel conduits, and systematic cable numbering/labelling.
• Power & Protection: UPS providing minimum 60-minute backup, full earthing, bonding, and lightning/surge protection compliant with SANS standards.
• Software & Security: Permanent software licenses (no recurring fees), role-based access control (Administrator, Supervisor, Operator, Viewer), encrypted data transmission, firewall protection, and daily automated backups.
• Compliance: All equipment and installations must meet SANS 10222 series standards, Occupational Health and Safety Act requirements, and National Building Regulations.

Skills and Competency Requirements

• Company must hold valid PSIRA registration, CIDB registration (General Building, Civil Engineering, and Electrical Engineering), and Department of Labour electrical contractor registration.
• Minimum three years’ proven experience in supplying and installing integrated electronic security systems (IP/analogue CCTV, access control, and alarm systems).
• Project team must consist of competent technicians and engineers with at least three years’ hands-on experience in CCTV installation, hardware/software configuration, and network security.
• Submission of certified CVs, qualifications, company references, and a detailed project execution plan outlining timelines, training strategies, maintenance protocols, and risk mitigation.
• Ability to coordinate with licensed electricians, manage builder’s work, and ensure minimal disruption to healthcare operations during installation.
