Objectives

The primary objective of this tender is to appoint a qualified service provider to perform calibration, maintenance, and repair of vehicle testing stations and equipment at the City of Ekurhuleni. The service provider must ensure that all testing equipment complies with South African National Standards (SANS10216) and relevant legislative requirements, maintaining accuracy and reliability of measurements over a period of three years.

Scope

The scope encompasses the supply, calibration, maintenance, and repair of various vehicle testing equipment including:

• Calibration and maintenance of testing stations and equipment such as brake testers, headlamp aimers, scuff gauges, and other related tools.
• Preventative maintenance activities, inspections, and adjustments to ensure equipment operates according to manufacturer specifications and standards.
• Replacement of faulty or non-repairable equipment following South African standards (e.g., EN 13849: Safety of machinery).
• Provision of necessary documentation including calibration certificates, reference letters, and proof of technician competency.
• Yearly calibration and maintenance of equipment for a contract duration of three years.

Technical Requirements

The technical requirements include:

• Provision of calibration certificates from accredited bodies, valid for 12 months.
• Demonstrated experience in calibration and maintenance of vehicle testing equipment, supported by reference letters.
• Technicians must possess Mechanical & Electrical expertise, with a minimum of 12 months of field training under supervision.
• Compliance with South African standards such as SANS10216 and ISO 9001.
• Tools and equipment used must be nationally traceable and SANAS-certified.
• Adherence to safety standards including EN 13849 for control systems.
• Ability to handle repairs, replacements, and provide proposals for non-repairable equipment.

Skills Requirements

The bidder must demonstrate:

• Qualified technicians with Mechanical & Electrical expertise in calibration and software systems.
• Minimum of 12 months of field training and experience in calibration of vehicle testing equipment.
• Capability to perform preventative maintenance, inspections, and recalibrations as per manufacturer instructions and standards.
• Ability to produce and submit valid calibration certificates and reference letters.
• Knowledge of South African National Standards (SANS10216) and relevant legislation such as the Metrology Act, 2014.
• Capacity to supply, install, and replace equipment if necessary, following safety and quality standards.
