Objectives

The primary objective of this tender is to secure the warehouse and HAST facilities at the General Justice Gizenga Mpanza Regional Hospital through professional armed response services. The initiative aims to prevent unauthorized access, deter theft and vandalism, safeguard critical medical supplies and infrastructure, ensure the safety of staff and visitors, and maintain a secure operational environment aligned with the KwaZulu-Natal Department of Health’s security standards.

Scope of Work

The successful bidder will provide comprehensive armed security services covering two designated zones within the hospital premises: the main warehouse and the HAST area. The scope encompasses:

• Deployment of qualified armed security personnel for continuous or scheduled coverage.
• Physical guarding, perimeter surveillance, and controlled entry/exit management.
• Immediate response to security breaches, suspicious activities, or emergency situations.
• Systematic patrols, maintenance of security logs, and timely incident reporting.
• Collaboration with hospital administration and existing facility management teams to ensure seamless operations.

Technical Requirements

Bidders must meet the following technical and operational criteria to qualify:

• Active registration with the Private Security Industry Regulatory Authority (PSIRA) and compliance with all applicable security legislation.
• Full adherence to the Firearms Control Act, including verified licensing for all armed personnel.
• Provision of reliable communication tools (e.g., encrypted radios, mobile devices) for real-time coordination and emergency escalation.
• Established digital or physical incident reporting frameworks with audit-ready documentation.
• Capability to conduct preliminary risk assessments and implement proactive security controls.
• Strict compliance with hospital health, safety, and infection prevention protocols, particularly in restricted or sterile-adjacent zones.

Skills and Qualifications Required

All security personnel assigned to this contract must demonstrate the following competencies and certifications:

• Current PSIRA Grade E certification (armed guard qualification).
• Valid private security firearm license issued by the South African Police Service (SAPS).
• Certified first aid and cardiopulmonary resuscitation (CPR) training.
• Documented experience in institutional, industrial, or healthcare facility security.
• Strong situational awareness, conflict de-escalation techniques, and sound judgment under pressure.
• Proficiency in operating security infrastructure, including access control systems, alarm panels, and surveillance monitoring.
• Professional demeanor, ethical conduct, and cultural sensitivity appropriate for a public healthcare environment.
