Objectives

The primary objective of this tender is to procure assistive devices, specifically spectacles, that meet the detailed specifications provided. The procurement aims to enhance patient care by providing high-quality, standardized optical aids that conform to national standards and are suitable for use across various healthcare facilities within the KwaZulu-Natal Department of Health.

Scope

The scope encompasses the supply, delivery, installation, testing, calibration, and demonstration of a complete set of spectacles and related accessories. It includes various types of lenses (single vision, bifocal, multifocal, ready-made), spectacle frames, optional accessories, low vision devices, and all necessary supporting equipment and documentation. The procurement covers multiple hospital levels, from clinics to tertiary hospitals, within the KwaZulu-Natal region, with an emphasis on compliance with technical and safety standards.

Technical Requirements

• Complete spectacles sets including frames, lenses (organic plastic, polycarbonate, high refractive index), and various tints (fixed, gradient, photochromic).
• Types of spectacles:
  • Single Vision (clear, fixed tint, photochromic)
  • Bifocal (clear, gradient, photochromic)
  • Multifocal and ready-made readers
• Frames must be metal or plastic, SABS approved, with a variety of designs, sizes, and colors, suitable for all face shapes and age groups.
• Accessories such as replacement nose pads, screws, tints, and optional add-ons must be supplied.
• Low vision devices including telescopes and magnifiers with specified magnifications.
• All equipment must meet international electrical safety standards (IEC 60601-1, 60601-1-2) and be CE certified.
• Suppliers must provide comprehensive manuals, spare parts, and support for a minimum of 10 years.
• Guarantee period of at least 24 months, with specified uptime and maintenance requirements.
• All products and accessories must be new, compliant with SABS/SANS standards, and supplied with supporting documentation and certification.

Skills Requirements

• Qualified technicians with manufacturer-approved training in the service, repair, calibration, and maintenance of optical and low vision devices.
• Availability of a well-established service and repair facility within KwaZulu-Natal, capable of attending to equipment within 24 hours.
• Technical support staff must be able to demonstrate the equipment and provide training to the Department’s in-house technicians.
• Suppliers must provide detailed documentation, including manuals, software, and spare parts, and ensure ongoing support and updates.
• Compliance with occupational health and safety standards, electrical safety standards, and hazardous substance regulations where applicable.
