The primary objective is to procure and install a modern audio-visual system for the Council Chamber. This upgrade aims to replace outdated infrastructure, significantly improve sound quality during municipal meetings, and enable seamless integration with virtual conferencing tools for presentations, hybrid meetings, and live digital streaming.
The scope covers the supply, delivery, installation, and commissioning of specified AV components tailored for the Council Chamber projector system. The contract includes a mandatory on-site assessment phase to verify physical installation parameters and network connectivity. Quotations must remain valid for 120 days, and successful execution will take place at the municipality’s designated premises. The procurement is strictly limited to registered service providers and follows a hand-delivery submission protocol.
Bidders must demonstrate proven expertise in sourcing, installing, and commissioning commercial-grade AV systems. Required competencies include conducting accurate site surveys, managing structured cabling and data connectivity, ensuring compatibility with existing municipal IT networks, and delivering timely installation and user training. Providers must also show documented capability to execute similar contracts, supported by relevant industry qualifications, past performance records, and financial stability.
Compulsory Site Briefing: Bidders are required to physically visit the Council Chamber before submitting their quotation. This ensures accurate assessment of mounting constraints, power supply, acoustic conditions, and data port availability. Ignoring this step may result in non-compliant installations or rejected bids.
PPPFA Regulations: The Preferential Procurement Policy Framework Act dictates the evaluation methodology. Preference points (allocated under either an 80/20 or 90/10 scoring system based on contract value) are awarded for price competitiveness and specific socio-economic goals, primarily Black ownership percentages and geographic proximity to the municipality. Valid B-BBEE certificates or sworn affidavits are mandatory to claim these points.
General Conditions of Contract (GCC): Standard public sector procurement terms apply, encompassing a 12-month warranty on all supplied goods, performance security requirements post-award, penalty clauses for delayed delivery, strict tax compliance mandates, and dispute resolution procedures through mediation or courts.
CSD Registration & Mandatory Documentation: All bidders must be registered on the Central Suppliers Database. Bids lacking required returnable documents—including tax compliance PINs, company registration proofs, B-BBEE evidence, and ward councillor residence verification—will be automatically invalidated.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
