Objectives

The primary objective is to procure a qualified supplier for the once-off provision and delivery of essential electrical and security equipment to various wards at the General Justice Gizenga Mpanza Hospital. The procurement aims to maintain adequate operational stock while complying with provincial health department supply chain management policies, including strict adherence to public sector preferential procurement frameworks.

Scope

The contract covers the supply and delivery of ten distinct product categories to specified hospital wards. The scope includes:

• Alkaline batteries in four standard sizes (LR 20, LR 14, LR 06, LR 03)
• Padlocks in three dimensions (medium 50mm, small 30mm, large 64mm)
• Lighting components (pin-type LED globes 15W, PL 09 lamps, PL 13 lamps)

Delivery must be made directly to the hospital's designated locations. The agreement is a once-off contract with a quotation validity period of 90 days. All quoted prices must be firm, inclusive of applicable VAT, and fully cover transportation and delivery costs to the final destination.

Technical Requirements

• All goods must strictly comply with the detailed specifications in the tender annexures and meet SABS/SANS quality standards.
• Batteries must be alkaline-manganese dioxide, non-rechargeable, operating at 1.5V, with specified capacities and a ten-year shelf life. Expired stock is prohibited, and all delivered items must retain a minimum of six months' validity.
• Padlocks must feature hardened steel or brass shackles, precise dimensional clearances, and include three matching keys per unit.
• Lighting fixtures must match exact wattage ratings, base configurations, lumen outputs, and lifespan requirements (e.g., up to 10,000 hours for PL lamps).
• Products must be brand new, unused, and free from manufacturing defects. Used or second-hand items will be rejected.
• The procuring entity reserves the right to request physical samples from the top three scoring bidders for independent laboratory testing. Testing costs are borne entirely by the bidder.
• Late submissions will be automatically disqualified. Quotes must be submitted on official, unaltered government forms.

Skills and Experience Requirements

• Proven Track Record: Submission of valid proof of at least one prior delivery order and corresponding delivery note to a public or private healthcare facility.
• Administrative Compliance: Full completion of Standard Bidding Document (SBD) forms, including Bidder’s Disclosure (SBD 4), Preference Points Claim Form (SBD 6.1), and General/Special Conditions of Contract.
• Regulatory Standing: Active Central Suppliers Database (CSD) registration, valid SARS tax clearance certificate, updated CIPC registration documents, and a sworn B-BBEE status affidavit or certificate.
• Financial/Legal Stability: An attorney letter or sworn affidavit confirming the company is not insolvent, bankrupt, in receivership, or subject to business suspension.
• Evaluation Readiness: Capacity to navigate the 80/20 preferential procurement scoring system, specifically demonstrating eligibility for the 20-point specific goal allocated to companies owned at least 100% by Black African women.
