Objectives

The primary objective of this tender is to procure a reliable supplier for the one-off provision and delivery of essential medical consumables to Emmaus Hospital, operating under the KwaZulu-Natal Department of Health. The procurement aims to maintain clinical service continuity by securing high-quality intravenous and immunization equipment while complying with national public sector procurement legislation.

Scope

• Contract Nature: Single-delivery supply agreement.
• Items: BCG Needles and Jelco IV Cannulas (24G).
• Quantities: 3,000 boxes of BCG Needles (100 pieces per box) and 15,000 boxes of Jelco Cannulas (50 pieces per box), totaling 18,000 units.

Technical Requirements

• BCG Needles: Syringes with 0.05/0.15ml capacity, 27G gauge, dimensions 0.375"/3/8 and 0.4mm x 10mm, packaged in boxes of 100.
• Jelco Cannulas (24G): IV catheters sized 7 x 9 mm with a 15 mm length, packaged in boxes of 50.
• Quality & Shelf Life: Goods must meet or exceed "Good" quality standards, be brand new and unused, reflect current manufacturing models, and possess a minimum remaining shelf life of six months upon delivery.
• Regulatory & Standards Compliance: All items must comply with relevant SANS/SABS specifications where applicable. Suppliers must provide a valid SAHPRA certificate confirming regulatory approval for each medical device.
• Packaging & Invoicing: Secure transit packaging, clear labeling, and SARS-compliant tax invoices with delivery notes are mandatory.

Skills Requirements

No specialized academic or professional certifications are explicitly required. Bidders must, however, demonstrate practical operational competence in:

• Managing end-to-end supply chain logistics for regulated healthcare products.
• Maintaining active Central Supplier Database (CSD) registration and SARS tax compliance status.
• Preparing accurate, firm-priced quotations and adhering to strict delivery timelines.
• Interpreting and fulfilling South African public procurement documentation, including conflict-of-interest declarations and preference point claims.

Key Terms & Unusual Requirements

• 80/20 Preference Point System: Evaluation scoring allocates 80 points to competitive pricing and 20 points to socio-economic transformation. Full preference points are exclusively granted to enterprises that are 100% owned by Black Africans.
• SAHPRA Certification: Mandatory regulatory clearance from the South African Health Products Regulatory Authority, ensuring all supplied devices meet national safety, efficacy, and quality benchmarks.
• SBD Declarations & GCC/SCC Framework: Strict adherence to standardized government bidding forms (SBD 4 for disclosure of interest, SBD 6.1 for preference claims) alongside General and Special Conditions of Contract, which outline penalty calculations for delays, termination rights, anti-collusion provisions, and warranty obligations.
• Non-Responsive Disqualification: Failure to submit any mandatory returnable documents (CSD compliance report, B-BBEE verification/affidavit, SAHPRA certificate, or fully completed SBD forms) will automatically disqualify the bid before financial evaluation.
