Objectives

The primary objective is to procure a reliable, once-off supply of standardized hospital bedding to support patient care at Ngwelezane Hospital. The procurement aims to ensure consistent delivery of durable, hygienic, and correctly branded linen items while complying with provincial health department standards, public finance regulations, and preferential procurement frameworks.

Scope

• Items: 2,100 units of Mazarine Blue bedsheets and 2,000 units of Mazarine Blue comforters (Total: 4,100 units).
• Delivery Location: Ngwelezane Hospital.
• Contract Duration: Once-off supply.
• Validity Period: Quoted prices remain binding for 90 days.
• Delivery Timeline: Maximum of three weeks (15 working days) from contract award. Quotes proposing longer periods will be rejected.
• Pricing: All delivery costs must be included in the quoted price. Prices must be firm and exclusive/inclusive of VAT depending on vendor registration status.

Technical Requirements

• Bedsheets: Must comply with SABS 1401 Part 4 Type P43 standards. Fabric composition: 70% cotton and 30% polyester, bleached and fully pre-shrunk. Colour must match CKS 129-30c/2 Mazarine Blue. Finished dimensions: 160 cm × 230 cm. The Kwazulu-Natal (KZN) provincial logo must be applied across the entire surface.
• Comforters: Sized for single/three-quarter beds (160 cm × 210 cm or 107 cm × 188 cm). Weight must range between 300gsm and 400gsm to balance warmth and manageability. Must be hypoallergenic, non-toxic, quick-drying, and resistant to clumping after repeated laundering. The KZN logo must cover the entire surface. Must meet equivalent hospital-grade linen standards.
• General Conditions: All products must be brand new, unused, and possess a minimum shelf life of six months post-delivery. Used or expired goods will be rejected. Bidders must submit a physical sample of each item before or on the closing date; failure to do so results in automatic disqualification.

Skills and Qualification Requirements

No specialized trade certifications or technical skills are mandated. Compliance focuses on standard public sector procurement prerequisites:

• Active registration and successful verification on the Central Suppliers Database (CSD).
• Valid tax clearance status, verifiable via a SARS PIN.
• Completion of mandatory statutory forms, including SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim Form).
• Proven logistical capacity to manufacture, package, and deliver 4,100 units within the strict 15-working-day window.
• Ability to provide documentary proof of ownership structure to substantiate preference point claims.

• CKS 129-30c/2 Mazarine Blue: A standardized colour reference code used in textile manufacturing to guarantee exact shade consistency across all production batches.
• 80/20 Preference Point System: Evaluation allocates 80 points based on competitive pricing and 20 points exclusively to enterprises that are at least 100% owned by Black Africans. Documentary proof of ownership is required to claim these points.
• Mandatory Physical Samples: Unlike typical tenders, this procurement requires a tangible sample of each product to be submitted alongside the bid. The sample serves as the benchmark for quality evaluation and will be retained if the bidder is awarded the contract.
• Strict Submission Rules: Quotes must be sealed in separate envelopes with the correct quotation number. Open envelopes, missing quotation numbers, or late submissions will be immediately disqualified. Cover-quoting (multiple bids from related entities) is prohibited and grounds for permanent restriction from public sector contracts.
