Tender Summary

Bid Summary: Panel of Healthcare Practitioners (MPO/08/2026)

Objectives

Mpofana Local Municipality seeks to appoint a panel of suitably qualified and registered healthcare practitioners to provide occupational health and employee wellness services on an as-and-when-required basis for a period of 36 months. The appointed practitioners will support the municipality with medical surveillance, occupational health assessments, medical evaluations, psychological assessments, pension fund medical examinations, and related occupational health services. The panel approach means multiple service providers may be appointed, and no minimum volume or monetary value of work is guaranteed to any panel member.

Scope of Services

  • Conduct periodic occupational medical examinations for employees in line with applicable legislation and occupational risks.
  • Conduct pre-employment medical assessments for newly appointed employees where required.
  • Perform medical evaluations for employees referred by the municipality, including ill-health retirement and incapacity assessments.
  • Conduct medical examinations required by pension funds and complete required medical reports.
  • Provide psychological assessments and support services, conducted by a psychologist registered with the Health Professions Council of South Africa (HPCSA).
  • Provide any related occupational health assessments and employee wellness services as required by the municipality.

Technical Requirements

  • Healthcare practitioners must be registered with the relevant professional bodies, including the HPCSA and other applicable statutory councils.
  • Proof of current professional registration must accompany the bid.
  • Service providers must have suitable facilities and medical equipment to perform required examinations.
  • If X-ray services are not available on-site, the bidder must make arrangements with an accredited radiology practice.
  • Reports must be submitted within 5 working days after completion of the assessment, unless otherwise agreed.
  • All medical information must remain confidential and must comply with the Protection of Personal Information Act (POPIA).
  • Service providers must comply with all applicable legislation, including occupational health and safety regulations, and relevant professional standards.
  • Practitioners must be capable of servicing employees within the Mpofana Local Municipality area.
  • Appointments must be scheduled within the response times specified in the contract, as requested through written referral or purchase order.

Skills and Experience Requirements

  • Bidders must demonstrate relevant experience in occupational health medical testing and medical surveillance.
  • At least two recent references of similar work must be submitted, supported by written proof on the client’s letterhead.
  • Preference is given to lead medical practitioners with greater experience, for example over 10 years, supported by a curriculum vitae highlighting years of experience, expertise and skills.
  • Qualifications and professional registration of the lead medical practitioner must be submitted, including an MBChB qualification, additional qualification in occupational health, and a valid HPCSA registration certificate.
  • Bidders may be required to provide a schedule of proposed subcontractors if part of the work is subcontracted.

Evaluation Criteria

  • Phase 1 – Administrative Compliance: Bidders must submit all compulsory returnable documents. Failure to do so will render the bid non-responsive.
  • Phase 2 – Functionality: Bids are evaluated on experience, qualifications and professional registration. Only bidders scoring a minimum of 70% on functionality will be considered for the panel.
  • Preference Points: The 80/20 preferential procurement system applies: 80 points for price and 20 points for specific goals, including Black-owned, Black woman-owned, and disability-owned enterprises, subject to valid supporting documentation.

Other Key Conditions

  • The contract will run for 36 months, with no guarantee of minimum referrals or work volume.
  • Rates remain fixed for the first 12 months, after which CPI-based adjustments may be considered annually, subject to municipal approval.
  • Payment will be made within 30 days of receipt of a valid invoice and supporting documentation.
  • The municipality may terminate a practitioner’s appointment for poor performance, non-compliance, loss of professional registration, or breach of confidentiality.
  • The contract is non-exclusive: the municipality may use any panel practitioner based on availability, expertise, location and operational needs.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
