Objectives

The primary objective of this tender is to appoint a competent, experienced, and accredited service provider to supply, install, and maintain electronic traffic surveillance equipment and traffic contravention management systems for the municipality over a period of three years. The system aims to enhance traffic enforcement, contravention processing, accident management, revenue protection, and related services, ensuring compliance with relevant legislation such as the National Road Traffic Act, AARTO, and other regulations.

Scope

The scope of the tender includes:

• Supply and maintenance of electronic traffic surveillance equipment, including ANPR units, fixed cameras, laser cameras, handheld devices, and ancillary equipment.
• Provision of a fully integrated Traffic Contravention Management System, including processing violations, issuing notices, court documentation, and managing infringements under AARTO legislation.
• Implementation of Accident Management System with electronic capturing, processing, and analysis of accident reports.
• Revenue protection services such as online and walk-in payment platforms, call centers, and data management.
• Support services including on-site support, system integration with NaTIS, NATIS, MSCOA, and AARTO, and support for electronic notifications and SMS systems.
• Provision of a web-based portal for public access to fines and related information.
• Operational support including roadblock vehicles equipped with ANPR and ancillary systems, and services for serving summonses and tracing offenders.

Technical Requirements

The technical scope mandates:

• Provision of hardware and software for traffic surveillance, contravention processing, accident reporting, and revenue management.
• System must be web-based, secure, encrypted (SSL), and capable of seamless integration with existing municipal systems, NATIS, MSCOA, and AARTO.
• Database ownership remains with the municipality, with provisions for data migration, security, and ongoing support.
• Equipment must meet relevant standards, e.g., SANS 1795 certification for cameras.
• Support for generating various reports, including compliance, user activity, and system logs.
• Support for real-time data capture, electronic notices, SMS notifications, and online payment integration.
• Provision of hardware for roadside enforcement, including ANPR, laser speed cameras, and handheld devices.
• Support for AARTO compliance, including processing infringements, issuing notices, and managing court documentation.

Skills Requirements

The service provider must demonstrate:

• Experience in deploying and maintaining traffic surveillance and contravention management systems, with references to similar projects.
• Technical expertise in system integration, database management, and software licensing, ensuring compliance with MSCOA and AARTO standards.
• Capability to provide ongoing support, system updates, and maintenance for a period of three years.
• Proficiency in configuring and managing hardware such as ANPR units, laser cameras, handheld devices, and roadside enforcement vehicles.
• Ability to develop and support web portals, SMS notification systems, and payment interfaces.
• Knowledge of relevant legislation including the National Road Traffic Act, AARTO, Criminal Procedure Act, and related regulations.
• Capacity to train municipal staff on system operation, troubleshooting, and reporting functionalities.
• Experience in managing data migration, system security, and compliance reporting.
