Objectives

The primary objective of this tender is to establish a panel of service providers for the supply and delivery of Cold Mix Asphalt to the Makhado Local Municipality over a period of three (03) years. The successful bidder will be required to supply asphalt that meets specified standards and standards for quality and strength, ensuring reliable and consistent delivery for municipal infrastructure projects.

Scope

The scope encompasses the supply and delivery of 25 kg Cold Mix Asphalt meeting the SANS 3001 standard, suitable for various civil engineering applications such as deep repairs, weather-resistant applications, and traffic loading conditions. The contract covers the provision of materials including aggregates, bitumen or bitumen emulsion, and additives, packaged in sealed bags with specified quality and durability. The scope also includes the provision of related incidental services such as testing, inspection, and documentation for a period of three years.

Technical Requirements

• Supply and delivery of Cold Mix Asphalt conforming to SANS 3001 standards.
• Materials must include aggregates, bitumen (modified, cutback, or polymer modified), and additives, stable for at least 6 months in sealed bags.
• Aggregates should be crushed stones with a nominal maximum size suitable for deep repairs and strong binding.
• Binder content should be between 4.5% and 6.5% by mass, determined by aggregate grading.
• Materials must perform effectively in wet conditions, under traffic loading, and at turning points, with proper curing and resistance to raveling.
• Packaging must be in sealed bags with clear identification, date, and net weight.
• All asphalt must meet quality, strength, and durability standards, including temperature resistance at 40°C.
• Testing and inspection of materials and final products are required to ensure compliance.

Skills and Qualifications Requirements

• Bidder must demonstrate compliance with tax obligations and provide valid tax clearance certificates or TCS/CSD numbers.
• Bidder must have experience in supplying Cold Mix Asphalt or similar civil engineering materials, supported by relevant documentation.
• Bidder should have the capacity to produce materials that meet specified standards and perform under various environmental and traffic conditions.
• Technical staff involved in the supply must have appropriate expertise in civil engineering materials testing, quality assurance, and compliance with standards.
• Bidder must provide proof of previous experience and capacity to deliver over the three-year period, including logistics and supply chain management capabilities.
• Compliance with procurement policies, including preferential procurement goals (e.g., black ownership, woman ownership, disability status), is required for evaluation.
