Objectives

The primary objective of this tender is to engage qualified service providers to undertake exploration and drilling of a borehole at Boikhutsong Village, specifically at Klipplaatdrif Farm Settlement (Tresseng). The project aims to provide a sustainable water supply solution to the community by drilling a borehole, installing a hand pump, and conducting related geotechnical and testing activities to ensure water quality and borehole functionality.

Scope

The scope of work includes:

• Site preparation and clearing at the specified location.
• Ge hydrological survey and testing water quality according to SANS 241 standards.
• Drilling of a borehole up to 100 meters depth using rotary air percussion method.
• Installation of casing, gravel pack, and screens as required.
• Conducting pump yield tests, including slug and recovery tests.
• Provision of provisional sums for earthworks, pipework, and hand pump installation.
• Preparation of safety, health, and environmental management plans.
• Compilation of SHE (Safety, Health, Environment) files and reports.
• Ensuring compliance with legal, safety, and technical requirements throughout the project.

Technical Requirements

The technical requirements encompass:

• Adherence to geotechnical and water quality standards (SANS 241).
• Use of rotary air percussion drilling method suitable for consolidated rock and overburden.
• Installation of mild steel casing and screens with gravel packs and sanitary seals.
• Conducting yield and recovery pump tests with data recording and interpretation.
• Provision of a 12-month warranty on borehole and pump installation.
• Implementation of safety procedures including fall protection, site induction, PPE issuance, and incident reporting.
• Preparation of detailed method statements, risk assessments, and safety files for approval.
• Compliance with all relevant legislation, including occupational health and safety regulations.

Skills Requirements

The successful bidder must demonstrate:

• Experience in borehole exploration, drilling, and water supply projects, preferably within the municipal or public sector.
• Proven track record with similar geotechnical and water quality testing projects, supported by references and project certificates.
• Qualified personnel including:
• Site Manager with at least 2 years of relevant experience in borehole drilling and water studies.
• Safety Officer with accredited training and at least 2 years of experience.
• Experienced Site Foreman with a minimum of 10 years in exploration and drilling operations.
• Capability to mobilize and operate drilling equipment, conduct geophysical surveys, and perform water quality assessments.
• Knowledge of health, safety, and environmental management systems, including SHE file compilation and site safety protocols.
• Ability to interpret geotechnical and pump test data accurately and produce comprehensive reports.
• Registration on the Central Supplier Database (CSD) and compliance with municipal procurement policies.

All personnel involved must possess relevant qualifications, certifications, and competence certificates, and demonstrate capacity to deliver the scope within the stipulated timeframe and budget.
