Objectives

The primary objective of this tender is to procure various optical products including bifocals, single vision, multifocals, low vision aids, contact lenses, sunglasses, and ready-made spectacles sets to meet the needs of Mseleni Hospital and associated facilities within the KwaZulu-Natal Department of Health. The procurement aims to ensure the availability of quality optical devices for vision correction and low vision support, adhering to specified standards and specifications.

Scope

The scope encompasses the supply and delivery of:

• Bifocals, single vision, and multifocal spectacles
• Low vision aids and devices such as telescopes, magnifiers, and bar magnifiers
• Tinted lenses, including photochromic and polarised options
• Ready-made spectacles in various prescriptions (+1.00 to +3.00)
• Frames with specific design and safety requirements
• Sunglasses and contact lenses

The products must meet detailed specifications, including compliance with safety standards (e.g., SABS approval), design requirements (flexi temples, current styles, variety of colours), and packaging standards (spectacles packed in vinyl cases). The delivery period should not exceed 10 working days from order receipt, and all orders must be accompanied by proper invoices and documentation.

Technical Requirements

• Products must conform to the specifications outlined in the attached documentation, including lens types, prescriptions, and frame standards.
• Frames shall have flexi temples, be SABS approved, and of current design with a variety of colours for metal and plastic ranges.
• All spectacles must be packed in vinyl cases of three sizes (small, standard, large) and labelled accordingly.
• Optical devices such as low vision aids must meet specified technical standards and include appropriate accessories.
• Delivery must occur within 10 working days of order, with defective or incorrect orders returned at the supplier’s cost.
• Suppliers must provide proof of registration with HPCSA, experience in optical device supply (minimum 5 years), and employ qualified optometrists or dispensing opticians.

Skills Requirements

• Registered optometrists or dispensing opticians with current HPCSA registration to advise on technical aspects of the products.
• Suppliers must demonstrate experience in supplying optical devices, supported by relevant proof documents.
• Capability to package spectacles appropriately and deliver within the specified timeframe.
• Ability to provide technical support, training, and after-sales services as required.
• Knowledge of compliance standards, safety regulations, and quality assurance processes related to optical products.
