Objectives

The primary objective is to procure and deliver five boxes of biological spill kits specifically designed for managing bloodborne pathogen spills at Murchison Hospital. The procurement supports infection prevention and control protocols, with explicit mention of Ebola preparedness, by supplying compliant, ready-to-use biohazard cleanup packages.

Scope

The contract covers a once-off supply and delivery of five (5) boxes of biological spill kits to the hospital's designated site. The quotation validity period is ninety (90) days, and delivery must occur within the timeframe specified by the procuring facility. All costs, including transportation, handling, and applicable VAT, must be fully incorporated into the quoted price. The contract is structured as a single delivery event with no ongoing service obligations.

Technical Requirements

Bidders must supply kits that strictly conform to the attached specification. Each box must contain:

• One labelled 42cm–45cm black classic case
• Three 100g comosorb units
• Five 200g chemical absorbent pads
• One 1L multifisan bottle
• One 500ml–750ml disinfectant bottle
• Five dust masks
• Four pairs of large elbow-length gloves
• One pair of safety goggles
• Three large cable ties
• Three non-disposable heavy-duty aprons
• Two pairs of household heavy-duty gloves
• Four ziplock bags
• One brush and scoop set
• One inventory list
• One plastic carry box (470 x 340 x 280 mm)
• Two 60-micron high-density disposal bags

Additional technical stipulations include: expiry dates must exceed twelve months from the delivery date; manufacturing and expiry dates must be printed on external packaging; products must be new, unused, and packed in a box; and any deviation from the specification results in immediate disqualification.

Skills & Compliance Requirements

No specialised technical skills are mandated, but bidders must demonstrate strong regulatory, administrative, and logistical compliance capabilities. Required competencies include:

• Maintaining active Central Supplier Database (CSD) registration and valid tax clearance status
• Holding a current licence issued by the South African Health Products Regulatory Authority (SAHPRA) authorising the manufacture, wholesale, or distribution of medical devices
• Proficiency in completing mandatory public procurement forms (SBD declarations, preference point claims, specification annexures) without errors
• Ability to manage secure, timely delivery and handle biohazard-compliant packaging standards

Key Terms & Unusual Conditions

The evaluation follows a strict three-stage process: administrative compliance, specification adherence, and price/preference scoring. A notable condition is the preferential procurement policy allocating twenty (20) out of one hundred (100) points to companies that are at least fifty-one percent (51%) owned by Black women. Claiming these points requires submission of CIPC certificates, BBBEE certificates or sworn affidavits, and verified ID copies.

The term “classic case” refers to the reusable outer container, while “refills” denote consumable supplies that explicitly exclude the case itself. Standard public sector contract conditions apply, including performance security, penalty deductions for delayed deliveries calculated at the prevailing prime interest rate, strict anti-collusion and anti-corruption provisions, and termination rights for default or insolvency. All pricing must remain firm for the contract duration, and expired or second-hand goods are strictly prohibited.
