Objectives

The primary objective of this tender is to establish a contract for the 36-month preventative maintenance of fire equipment in state buildings within the Xhariep District. The goal is to ensure the ongoing safety, functionality, and compliance of fire safety systems across various government facilities, including magistrate courts, prisons, and police stations.

Scope

The scope encompasses comprehensive maintenance, servicing, inspection, testing, and replacement of fire safety equipment such as fire extinguishers, hose reels, hydrants, sprinkler systems, fire detection and alarm systems, and fire suppression systems across designated facilities in the district. The contract covers:

• Preventative and routine maintenance of fire equipment as per standards (SABS, SANS, SAQCC)
• Inspection, pressure testing, and certification of fire extinguishers and hydrants
• Servicing of fire detection, alarm, sprinkler, and suppression systems
• Replacement of faulty or non-serviceable equipment and components
• Provision of reports, certificates, and documentation for compliance
• Management of safety, health, and environmental requirements during service delivery

Technical Requirements

The technical requirements specify that all work must adhere to:

• Standards: SABS, SANS, SAQCC, and Public Works Standards
• Technicians must hold valid SAQCC fire technician cards and relevant certifications
• Pressure testing of fire extinguishers must be conducted at approved SANAS facilities
• Equipment replacements must be of approved quality, with certification and proper documentation
• All servicing must include pressure tests, leak tests, and certification of compliance
• Proper record-keeping, including job cards, inspection reports, and certificates
• Compliance with Occupational Health and Safety Act and related regulations
• Provision of inventory lists and detailed reports within specified timelines

Skills Requirements

The tender mandates that service providers possess the following skills and qualifications:

• Qualified and experienced fire technicians with valid SAQCC fire technician cards
• Electrical technicians with valid electrical registration for electrical work on fire alarm systems
• Competence in pressure testing, servicing, and replacing fire safety equipment
• Knowledge of relevant standards (SABS, SANS, SAQCC) and safety regulations
• Ability to prepare detailed inspection, maintenance, and compliance reports
• Capacity to manage safety, health, and environmental protocols on-site
• Experience in working within government facilities and understanding of security protocols
• Skilled personnel capable of handling emergency repairs and non-scheduled maintenance efficiently
